THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, FEBRUARY 3, 2020, BY MAYOR RIX.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Grace Community Church
Vacation Bible School Tent
Motion by Allen, seconded by Warn, to approve the special event application for a tent
in conjunction with Grace Community Church’s Vacation Bible School from July 26th
through August 1st, 2020, with the following requests:
a. 20’ by 20’ tent encroaching into Friday Street right-of-way
b. Temporary fence adjacent to tent along Friday Street

2. Consideration of Bid Award/202 Aggregate Material Supply
Motion by Reindel, seconded by Allen, to award the 2020 Aggregate Materials Supply
contract to T.R. Pieprzak at the unit prices of $16.30 per ton for 21AA limestone and
$7.95 per ton for MDOT Class III sand.

3. Consideration of WWTP Automatic Transfer Switch (ATS)
Motion by LaFore, seconded by Greene, to authorize the expense of $11,304.00 for the
purchase of an Automatic Transfer Switch from Michigan CAT with expenses charged
to the appropriate line items in the WWTP Equipment Replacement Fund.

4. Consideration of Approving the Amended Richmond TV Standards,
Procedures and Guidelines
This process gives the public a chance to have an important meeting taped, but allows
RTV to weed out any requests not deemed to be for the public interest.
Motion by Reindel, seconded by Warn, to approve the amended Richmond TV
Standards, Procedures and Guidelines.

5. Consideration of Approving Special Event Request/White Cane
Sale/Richmond Lions Club
Motion by LaFore, seconded by Allen, to approve the request received from the
Richmond Lion’s Club to conduct their White Cane Sale, at the intersections of
Main/Division and County Line Road/St. Clair Highway (City side) on Friday, April 24th
and Saturday, April 25th 2020, from Dawn to Dusk; further, the Lion’s Club agree not to
be in the Main/Division intersection on Friday, April 25th from 2:30 p.m. to 3:30 p.m.;
and further that the Lion’s agree to sign a Liability Waiver.

6. Consideration of Adopting Resolution No. 2020-2/Approval of the Request
to Conduct the Annual Memorial Day Parade
Motion by Reindel, seconded by Warn, to adopt Resolution No. 2020-2, which directs
the City Clerk to apply to the Michigan Department of Transportation to close M-19 on
Monday, May 25, 2020, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the
annual Memorial Day Parade.

Motion by Misteravich, seconded by LaFore, to authorize the purchase of three (3)
wreaths to be placed at the Richmond Cemetery, St. Michael’s Cemetery and the
Veterans Memorial.

7. Consideration of Board Appointments
Motion by Allen, seconded by Warn, to confirm the Mayor’s reappointment of Sue
Foster to the Board of Review for a year term with an expiration date of December 31,
2021.

Motion by Reindel, seconded by Greene, to reappoint Mike Misteravich to the Board of
Zoning Appeals for a year term with an expiration date of December 31, 2021.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- The packets for Monday’s special meeting (2/24) will be going out this Thursday.
- We recently completed the updated business directory
COUNCIL COMMENTS
Rix – reminder of upcoming calendar events:
2/24 – Joint meeting with the Library Board at 7:00 pm at the Library
2/26 – TIFA meeting at 7:00 pm
2/28 – Winter taxes due
3/2 – Council meeting at 7:00 pm
3/7 – RPOA Spring Fling fund raiser

CLOSED SESSION
1. POLC Command Contract
Motion by Allen, seconded by Greene, to convene into closed session in accordance
with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as
amended, for strategy and negotiation sessions connected with the negotiation of a
collective bargaining agreement, as requested by administration.
A roll call vote was taken:

Council recessed at 7:29 p.m. to go into closed session.

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
