THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, MARCH 2, 2020, BY MAYOR RIX.
ROLL CALL

Motion by Warn, seconded by Allen, to excuse Councilor Misteravich from tonight’s
meeting, due to being out of town.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/RAHGS Heritage Festival
Motion by Reindel, seconded by Allen, to approve the RAHGS special event request
for the Richmond Heritage Festival, in conjunction with Log Cabin Day on Saturday,
June 27th from 10 am – 4 pm and Sunday, June 28th from 10 am – 4 pm; along with the
closure of Park Street from Stone to Beebe Streets for both days; and the potential
closing of Beebe Street from Pool Drive to Festival Drive depending on turnout.

Motion by Allen, seconded by Warn, to approve the request from RAHGS to have an
across the road banner in conjunction with their Heritage Festival to be displayed
Friday, June 12th through Sunday, June 28th, 2020.

2. Consideration of the Confirmation of the Fire Chief
Motion by LaFore, seconded by Allen, to confirm the appointment of Curtis Spens as
Fire Chief for the City of Richmond in accordance with Section 7.13 of the City of
Richmond Charter for a one-year term commencing on March 1, 2020 and expiring on
February 28, 2021.

3. Consideration of Mayor’s Proclamation/100th Birthday of Walter Tyrrell
Motion by Allen, seconded by Reindel, to approve the Mayor’s Proclamation in
recognition of the 100th Birthday of Walter Tyrrell.

4. Consideration of WWTP Wet Weather Storage Tank
Motion by Reindel, seconded by Allen, to authorize the expense of $7,795.00 for the
purchase and installation of a valve actuator from System Specialties with expenses
charged to the appropriate line item in the Wastewater Treatment Plant Equipment
Replacement fund.

5. Consideration of Establishing Budget Workshop Meeting Dates
Motion by Reindel, seconded by Allen, to schedule the following budget workshop
meeting dates to review and modify the City Manager’s proposed FY2020-21 City
Budget, as necessary: April 20th, May 4th and May 18th, beginning at 5:30 pm.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
City Manager Moore thanked Council, and all City Staff for the support he received
during the last week.

CLOSED SESSION
1. POLC Command Contract
Motion by Allen, seconded by Warn, to convene into closed session in accordance with
Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended,
for strategy and negotiation sessions connected with the negotiation of a collective
bargaining agreement, as requested by administration.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
