FEBRUARY 15 2021
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER
AT 7:00 P.M., ON MONDAY, FEBRUARY 15, 2021, BY MAYOR RIX. THIS MEETING WAS
HELD VIRTUALLY THROUGH ZOOM.

APPROVAL OF MINUTES
Motion by Warn, seconded by Greene, to approve the minutes of the February 1, 2021, regular
meeting as presented.

ITEMS FOR CONSIDERATION
1. Consideration of the Second Reading and Adoption of Ordinance No. 156-
2/Amendment to Article 4 and Section 6.301 of the City Zoning Ordinance/Body
Art Parlors and Body Piercing Studios
Motion by Reindel, seconded by Warn, to give second reading and adopt Ordinance 156-28
which amends Article 4 (Land Use Table) and Section 6.301 (Body Art Parlors and Body
Piercing Studios)

2. Consideration of Board Appointments
Motion by Allen, seconded by LaFore, to confirm the Mayor’s appointment of Bridget Wilkie to
the Board of Review, to fill a vacant term, with an expiration date of 12/31/2022.
All yeas Motion passes
Motion by Greene, seconded by Allen, to confirm the Mayor’s appointment of Melissa
Majchrzak to the Economic Development Corporation, to fill a vacant term, with an expiration
date of 7/1/2024.

Motion by Reindel, seconded by Warn, to confirm the Mayor’s appointment of Dianna Maniaci
to the Economic Development Corporation, to fill a vacant term, with an expiration date of
7/1/2023.

3. Consideration of the Adoption of Resolution No. 2021-4/Resolution designating
individuals authorized to sign Contract tor MDOT signal project
Motion by LaFore, seconded by Misteravich, to adopt Resolution 2021-4; a Resolution
designating the City Manager and the City Clerk as individuals authorized to sign the contract
and easement documents between MDOT and the City of Richmond for the M-19 and Division
Road Signal Project.

4. Consideration of Rescheduling the Quarterly Roundtable Workshop
Motion by Rix, seconded by Greene, to reschedule the Quarterly Roundtable Workshop for
Monday, March 1, 2021, at City Hall, beginning at 6:00 pm.
Discussion on motion:
Rix stated that he felt it was important for Council to meet in public for the workshop. Workshop
discussions were much more productive when Councilors can meet face-to-face. The regular
meeting will also be public and begin at 7:00 pm, but any public present can assemble in the
Community room to view and hear the meeting. The workshop will resume, if necessary, after
the adjournment of the regular meeting.
Green was in agreement that the workshop should be held in public so the business of the City
can be performed

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Reminded all residents to comply with the City’s winter parking rules.
COUNCIL COMMENTS
Rix – the Manager has met with the School Superintendent regarding the Aud – it was a
productive meeting and Council will be provided with further details at a future Council Meeting.
- Reminder of upcoming calendar events:
7/22 – Library Board meeting 7:00 pm (via Zoom)
7/24 – TIFA meeting at 7:00 pm (via Zoom)
