All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Activity/Community Tree Lighting and Santa Parade City Manager Moore informed Council that this year’s parade route has been slightly modified from the 2019 parade route. This year the parade will end on Park Street at Stone, to allow RAGHS a little more visibility. Council is also being requested to allow Golf Carts that are lighted, to participate in the parade after dark. The Community Tree Lighting will be similar to the one done in 2019. Motion by Greene, seconded by Allen, to approve the new Santa Parade Route along Main Street from Forest to Park Street, on Saturday, December 4, 2021 at 5:30 pm., with the Community Tree Lighting to be held at the Pocket Park on Main Street and authorize the City Clerk to apply to MDOT for the road closure and across the road banner. All yeas Motion passes 2. Consideration of Special Event Application-Mobile Food Vendors/Theresa Maniaci Council is being asked to consider two Special Event requests for Mobile Food Vendor. Event #1 – December 4, 2021 from 2-8 pm. This is during the timeframe of the Kris Kringle Market and Community Tree Lighting event. Event #2 – December 12, 2021 from 10:00 am to 4:00 pm. Motion by Allen, seconded by Greene, to approve the Special Event Request for a Mobile Food Vendor from the Richmond Flower Shop to have one Mobile Food Vendor (Great Lakes Smokehouse) parked at the Richmond Flower Shop, 69001 Main Street on Saturday, December 4, 2021, from 2:00 pm – 8:00 pm. Discussion on motion: Rix – Will not be voting in favor of this motion. The mobile food truck request is not in conjunction with a special event at this business. Vote on motion: Four yeas (Allen, Greene, LaFore, Misteravich) Three nays (Reindel, Rix, Warn) Motion passes Motion by Allen, seconded by Greene, to approve the Special Event Request for a Mobile Food Vendor from the Richmond Flower Shop to have one Mobile Food Vendor (Great Lakes Smokehouse) parked at the Richmond Flower Shop, 69001 Main Street on Saturday, December 12, 2021, from 10:00 am – 4:00 pm in association with Reindeer Days. Discussion on motion: Rix – Have a problem with the times since it will take business away from the area restaurants. He will be voting in favor of this request since it is in conjunction with their special events. Vote on motion: All yeas Motion passes 3. Consideration of Special Event Activity/Request to Hang Banners/Richmond Little League Motion by Greene, seconded by Reindel, to approve the across the road banner requests from Richmond Little League for two banners for their registration event, from January 3, 2022 through January 17, 2022. All yeas Motion passes 4. Consideration of Adopting Resolution No. 2021-24/Township Code Enforcement Council was being asked to consider approving an intergovernmental agreement between the City of Richmond and Richmond Township to have the City of Richmond Police Department assist the Township Code Enforcement Officer with her duties when she is in the field conducting code enforcement. Council has approved a one-year agreement and two three-year agreement in the past. The CCM: 11/15/2021 Page 3 of 5  APPROVED 12/06/2021 current three-year agreement will be expiring on December 31, 2021. Administration is recommending that Council approve the resolution that reflects that the agreement will be for a three year time frame from January 1, 2022 through December 31, 2024. Motion by Greene, seconded by Allen, to approve Resolution 2021-24; a Resolution approving the intergovernmental agreement between the City of Richmond and Richmond Township to have the City of Richmond Police Department assist the Township Code Enforcement Officer. All yeas Motion passes 5. Consideration of Adopting Resolution No. 2021-25/Compliance with PA152 Council is being requested to consider adopting resolution No. 2021-25, a resolution electing to comply with the provisions of Public Act 152 of 2011. Each year, the City Council must determine how it is going to comply with Public Act 152. Motion by Reindel, seconded by LaFore, to approve Resolution 2021-25 electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to exempt itself from the requirements of the act for the next succeeding health care plan year. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER None. COUNCIL COMMENTS LaFore – Thanked Council for their support. It’s great to be back on Council Greene – Expressed appreciation to Jim Schultz for stepping in to fill the Council vacancy. - Thanked LaFore for coming back onto Council - Thanked the City Clerk for her role in conducting election. Rix – Upcoming Special Events: 12/4 – Tree Lighting and Santa Parade 12/1-12/13 – The Library will have their mitten tree 12/10 – Friends of the Library Cookie Sale at the Library from 3-7 pm. - Upcoming Calendar Events: 11/18 – EDC meeting at 7:00 pm 11/24 – TIFA meeting at 7:00 pm 11/25& 11/26 – City Hall, Library and Recreation Center closed for Thanksgiving 11/30 – Last day for yard waste collection CCM: 11/15/2021 Page 4 of 5  APPROVED 12/06/2021 CLOSED SESSION 1. City Manager Evaluation Motion by Allen, seconded by Greene, to convene into closed session in accordance with Section 8(a) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for the purpose of considering a periodic personnel evaluation of the City Manager as requested by the City Manager. A roll call vote was taken: All yeas (Greene, LaFore, Misteravich, Reindel, Rix, Warn, Allen) Motion passes Council recessed at 7:30 pm to go into closed session. OTHER BUSINESS Motion by Allen, seconded by Reindel, to reconvene into open session at 7:54 pm. All yeas Motion passes Motion by Reindel, seconded by Greene, to approve the City Manager’s evaluation results. The City Council has completed the City Manager’s evaluation with input from all Councilor’s. The City Manager evaluation placed the manager between effective to very effective. Discussion on motion: Rix – On behalf of Council expressed their appreciation for the City Manager. Hope that the Manager stays several more years. Have many exciting things that the City is planning. Jon – Expressed his appreciation for working for a Council that works so effectively together. He is very fortunate and look forward to working with Council for several more years.
