Approved 10/17/22 REGULAR MEETING MINUTES October 3, 2022 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, OCTOBER 3, 2022 BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Reindel, Rix, Warn Absent: Misteravich Others: City Manager Moore, City Clerk McCallister, Visitors: Police Chief Costello, Chris and Krissy Wald Motion by Warn, seconded by Greene, to excuse Councilor Misteravich from tonight’s meeting due to being out of town. APPROVAL OF MINUTES Motion by Warn seconded by Greene, to approve the minutes of the September 19, 2022 regular meeting as amended: Other Business - Motion by Warn to reconvene into open session at 8:20 pm. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as amended: Add Item #5 Consideration of Approving Special Event Request/Richmond Knights of Columbus/Tootsie Roll Sale. All yeas Motion passes Page 1 of 5  Approved 10/17/22 CONSENT AGENDA a) Receive and File September 15, 2022 Planning Commission Minutes b) Receive and File September 28, 2022 Tax Increment Finance Authority Meeting Minutes c) Approval of Schedule of Bills dated October 3, 2022, in the amount of $2,169,181.80 Motion by LaFore, seconded by Greene, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Motorola Proposal – Purchase of Dispatch Consoles Motion by Greene, seconded by LaFore, to approve the proposal from Motorola for the purchase of two (2) MCC7500e Dispatch Console positions and radio upgrades in the amount of $423,489 and utilize the City’s ARPA funding for the purchase. All yeas Motion passes Discussion on motion: Moore mentioned that the City will be utilizing ARPA funding to purchase the new Dispatch Consoles. The upgrades are necessary to keep pace with changing technology in dispatch. Motorola no longer makes or supports the model of dispatch consoles we currently utilize and will become more difficult to find replacement parts. Chief Costello indicated that they will keep one (1) console as a spare but will talk with Macomb County Radio Technical Services Coordinator, Sean McCarthy, if there is any resale value. Greene- Feels it is a good use of ARPA funding Rix - Consoles are a justified cost for Dispatch/911 services and agrees it is a good use of ARPA funding. Page 2 of 5  Approved 10/17/22 2. Consideration of Plante & Moran Proposal – MERS/Police Benefits Study Motion by LaFore, seconded by Allen, to approve the proposal from Plante and Moran in the amount of $20,000 to $25,000 to review the Police Department’s MERS retirement system as well as their compensation and benefits provided through the union contract. All yeas Motion passes Discussion on motion: Moore explained recent changes to the MERS retirement system which has caused concern for sustainability. A special group within Plante and Moran that are experts in this type issue will survey and analyze the data and will make recommendations. 3. Consideration of Special Event Request/Mobile Food Vendor for The Shabby Pig Boutique One-Year Anniversary Event Motion by Greene, seconded by Warn, to approve the Special Event Request for a Mobile Food Vendor from The Shabby Pig Boutique to have a Mobile Food Vendor, Hobo Coffee Co., for their one-year anniversary event on Saturday, November 5, 2022, from 9:00 a.m. until 4:00 p.m. and allow them to use one space in the Municipal Parking Lot for the Coffee Trailer. All yeas Motion passes Discussion on motion: Chris & Krissy Wald wanted to thank the community for their success over the last year. 4. Consideration of Board Appointment Motion by Reindel, seconded by Warn, to confirm the Mayor’s appointment of Kevin Misch, to the Planning Commission for a 3-year term with an expiration date June 30, 2025. All yeas Motion passes Discussion on motion: Rix explained that Misch has a municipal background and his expertise would be greatly welcomed. There currently is one (1) additional vacancy to the Planning Commission which hopefully will be filled soon. Page 3 of 5  Approved 10/17/22 5. Consideration of approving Special Event Request/Richmond Knights of Columbus /Tootsie Roll Sale Motion by Allen, seconded by Warn, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, October 7th and Saturday, October 8th, 2022, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, October 7th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER MDOT plans to activate the new traffic signal on 10/4/22 and will remove strain poles and wires on 10/5/22. Fall newsletter is now available online and will be delivered to local restaurants, community center and the library this week. COUNCIL COMMENTS Rix – Water Main Break today that was quickly fixed by DPW. Community Events: Scarecrow Decorating Contest- Registration $10 – Open to Groups, Families, Clubs. Call the Recreation Dept. at 727-3064 for more information. 10/6 Black & Broom Painting Class from7pm-9:30pm at the Community Center. Call 810-892-3000 for more information 10/15 Movie in the Park – Jurassic Park @ Dusk (Beebe Park) 10/16 Fire Department Open House (8am-3pm), Pancake breakfast, Hotdogs, Chips, Live demonstrations, obstacle course and more!
