APPROVED 01/03/23 REGULAR MEETING MINUTES December 19, 2022 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, DECEMBER 19TH, 2022 BY MAYOR RIX. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Board Appointments Motion by Greene, seconded by Misteravich, to (re)appoint Mike Schade, to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2025. All yeas Motion passes Motion by Greene, seconded by LaFore, to (re)appoint Kevin Caperton, to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2025. All yeas Motion passes Motion by Greene, seconded by Allen, to confirm the Mayor’s (re)appointment of Bridget Wilkie, to the Board of Review for a 3-year term with an expiration date of December 31, 2025. All yeas Motion passes Page 2 of 4 APPROVED 01/03/23 Discussion on Motions: Rix – All the Board applicants have done an excellent job in their respective positions on the board and is pleased they will continue serving. 2. Consideration of adopting Resolution 2022-14; A Resolution electing to comply with the provisions of Public Act 152 of 2011 Moved by Greene, seconded by Reindel, to approving Resolution 2022-14 electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to exempt itself from the requirements of the act for the next succeeding health care plan year. All yeas Motion passes 3. Consideration of PNC Resolution 2022-15 ; Credit Card Authorization Motion by Greene, seconded by Warn to approve Resolution 2022-15: a resolution designating the City Clerk, City Manager and City Treasurer as authorized representatives with the City’s PNC Credit Card Account. All yeas Motion passes 4. Consideration of Council Resignation Letter Motion by Rix, seconded by Misteravich, to accept the resignation letter from City Council member Jaime Greene, effective December 31, 2022. Discussion on Motion: Rix–Going to miss Councilor Greene but knows she will do a good job representing our citizens in Lansing. Greene–Thanked the voters for allowing her to serve the City of Richmond, State Yaroch, Mayor Rix and City Manager Moore for always encouraging her. She will continue to be the voice for the citizens of Richmond. Public Comment – State Representative Jeff Yaroch wished Councilor Greene great success in her new appointment of the State House District 65 in Lansing. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - State Funds are available through the DNR SPARK grant. We have submitted applications and are hopeful our submission is selected. Page 3 of 4 APPROVED 01/03/23 - Municipal calendars are now available at City Hall, the Library and Rec. Dept. - Letters will be sent out to volunteers requesting the removal of Christmas Decorations on January 8, 2023. COUNCIL COMMENTS Allen – It has been a privilege working with Councilor Greene. Reindel – Best wishes to Councilor Greene and Happy Holidays! LaFore – Best wishes to Councilor Greene Misteravich – Honored to work alongside with Councilor Greene as she added new life to discussions and wished her well in her new position. Secondly, Misteravich acknowledged that Lorie Rix was presented the Volunteer of the Year award and thanked her for her multitude of years of service with the City of Richmond and beyond. Rix – Thanked City Manager Moore for the Christmas Party Reminder of upcoming events: 12/21 Winter Begins 12/23-12/26 City Hall, Library, and Community Center Closed 12/30-1/2 City Hall, Library, and Community Center Closed 1/3 City Council Meeting at 7pm 1/3 Recreation Board Meeting at 7pm CLOSED SESSION None. OTHER BUSINESS None. Consideration of accepting Councilor Greene’s Resignation MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
