Motion by LaFore, seconded by Misteravich, to adopt the consent agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Adopting Resolution 2024-3; Establishing Social District and the Social District Maintenance Plan. Motion by Reindel, seconded by Warn, to approve Resolution 2024-3, which designates the Richmond Social District. Public Comment: Darryl Starr (Starr Craft Brewery) expressed his appreciation to City Council for their research and consideration of approving a Social District. All yeas Motion passes Motion by Allen, seconded by Schultz, to approve the Richmond Social District Maintenance Plan which defines the days/hours of operation as well as the proposed boundaries of the district. Discussion: City Manager Moore indicated additional trash receptacles will be added to the Social District and other items, such as picnic tables, may be added to the parking lot. Business participants will be giving the appropriate paperwork (application/map and maintenance plan) once LARA approves the Plan. Consideration of Confirmation of Fire Chief/Treend Motion by Schultz, seconded by Allen, to confirm the appointment of Robert Treend as Fire Chief for the City of Richmond in accordance with Section 7.13 of the City of Richmond Charter for a one-year term commencing on March 1, 2024 and expiring on February 28, 2025. Comment: Fire Chief Treend thanked Council for their consideration and for the support from the other officers. All yeas Motion passes 3. Consideration of approving a request to utilize City Light Poles/Student Banners Moved by Allen, seconded by Schultz, to approve the request to utilize the poles and banner arms from Division Road to the railroad tracks to place banners recognizing the students of the class of 2024 from May 1st through June 30th and to authorize DPW to install the banners, with the following conditions: 1. That the Project Graduation Committee will furnish the banners and all necessary zip ties. 2. There are no guarantees of exact placements of students on a particular pole or location. All yeas Motion passes 4. Consideration of Establishing Budget Workshop Meeting Dates Council considered scheduling three (3) budget workshop dates. The consensus among Council was to break the rules and proceed with a discussion on tentative budget workshop dates that was conducive to all parties. Motion by Allen, seconded by Misteravich, to schedule the following budget workshop meeting dates to review and modify the City Manager’s proposed FY2024-25 City Budget, as necessary: April 15, April 29, and May 6 beginning at 5:30 p.m. All yeas Motion passes CCM: 03/4/2024 Page 3 of 5  APPROVED 03/18/2024 5. Consideration of Special Event Request/Richmond Knights of Columbus/ Tootsie Sale Motion by Reindel, seconded by Warn, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/31 Mile Road (City side) on Friday, March 22, and Saturday, March 23, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, March 22 from 11:00 a.m. to 12:00 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER A contractor performed concrete leveling of the front entrance at the Aud. EGLE requires that municipal water providers identify 25% of service lines with unknown material types. This is for houses built within certain time periods. DPW mailed out flyers asking residents to take photos of their service line as it comes into the house. This week DPW began to “pot-hole” with the sewer cleaner down to the water service in the front yards in order to identify the service line materials. This is done three feet away from the shut off. DPW then asks the homeowner to verify the interior material. The cost of this is being paid for through the DWAM Grant. COUNCIL COMMENTS Schultz expressed his concern with the speeding traffic and the disregard of the traffic signals along Main Street. Furthermore, Schultz complimented Miss Richmond and her Court for their outstanding service over the last year. Mayor Rix also extended his compliments on the work Miss Richmond and her Court have accomplished throughout the year. They did a great job representing the City of Richmond in their involvement with many events.
