Motion by LaFore, seconded by Misteravich, to adopt the consent agenda as presented All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Adopting Resolution 2024-5 A Resolution of support for the Brownfield Plan for the property located at 66942 Gratiot Avenue. Motion by Allen, seconded by Warn, to approve Resolution 2024-5; a Resolution of support for the Brownfield Plan for the property located at 66942 Gratiot Avenue. Discussion on Motion: Mayor Rix inquired about the duration of time the Brownfield Plan will allow the uncaptured taxes from the additional value of the property in the event the Plan is extended beyond the seven (7) years. Council would like Administration to continue attempts to contact Kroger in hopes that the two (2) properties can discuss the cross access parking. All yeas Motion passes 2. Consideration of Special Event Request/Farmers Market Applicant, Melissa Majchrzak, (Flora’s Trash to Treasure), provided reasons for the request to change the farm market location and clarified that the proposed location will not include the handicapped parking spaces as indicated on the map. Motion #1 by LaFore, seconded by Misteravich, to approve the special event request from Flora’s Trash to Treasure to hold a Farmer’s Market on Thursdays from June 6th until October 3rd, 2024 from 2:00 pm until 8:00 pm, in the City owned portion of the Forest Street Parking Lot CCM: 04/01/2024 Page 2 of 6  APPROVED 04/15/2024 Discussion on motion: The consensus of the City Council agree that the Artisan and Farmers Market should remain in its current location (Veterans Memorial Park and Municipal parking lot) due to visibility, parking constraints and the potential of the event growing in the future. Audience comments: Spruette, LaPorte, and Maniaci would like the market to stay in its current location. Weinert praised the addition of this event and feels is a huge asset to the community. Council Comments: Misteravich noted his original support of the change to location but due to some of the discussion points will be voting no.. A vote was taken: All Nays Motion Denied Motion #2 by Warn, seconded by Allen, to approve the special event request from Flora’s Trash to Treasure to hold a Farmer’s Market on Thursdays from June 6th until October 3rd, 2024 from 2:00 pm until 8:00 pm, in the city owned Municipal lot on Main Street and the Veterans Park. Discussion on motion: Council requested the Farmer’s Market be discussed at the next Roundtable Discussion; specifically crosswalk safety, improved visibility and marketing of the event. No further comments were received. All yeas Motion passes 3. Consideration of Approving an Amendment to the RAHGS Long Term Plan Audience Comments: RAHGS representatives, Weinert and Kohlhagen provided details regarding the request for the revised design of the Agricultural Museum. Moved by Allen, seconded by Warn, to approve the Richmond Area Historical and Genealogical Society’s Long-Term Plan amendment to include the new design for the Agricultural Museum Building. Consideration of Adopting Resolution 2024-6/Approval of the Request to Conduct the Annual Memorial Day Parade Motion by Reindel, seconded by Warn, to adopt Resolution No. 2024-6, which directs the City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday, May 27, 2024, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the annual Memorial Day Parade. All yeas Motion passes Motion by Allen, seconded by Warn, to authorize the purchase of three (3) wreaths to be placed at the Richmond Cemetery, St. Michael’s Cemetery and the Veterans Memorial. All yeas Motion passes 5. Consideration of Saving Destiny Animal Rescue Request to Use the Roosevelt Civic Auditorium/Wrestling Event Applicant, Will Trombley (Saving Destiny) provided background information regarding City Championship Wrestling (CCW) and the desire to utilize local businesses as food vendors for the event. Motion by Reindel, seconded by Warn, to approve the request from Saving Destiny Animal Rescue for a non-profit usage of the Roosevelt Civic Auditorium (the Aud) for a wrestling event to raise money for the animal rescue on June 15, 2024 from 2:00 pm to 2:00 am, with the performance going from 7:00 pm to 10:00 pm. Council Comments: Due to the anticipated attendance of this event, Mayor Rix requested the applicant contact the neighboring business, Ball Equipment, for the overflow of parking for this event. All yeas Motion passes 6. Consideration of Special Event Request/Richmond Knights of Columbus- Council 2667/Procession Motion by LaFore, seconded by Allen, to approve the request received from the Richmond Knights of Columbus, Council 2667, to conduct their 82nd Annual Tri-District Rally/Procession on Sunday, April 7, 2024, beginning at approximately 8:15 a.m. on the north-side of Main Street (Grand Trunk parking lot) and proceed east toward Howard Street, crossing in unison, at the traffic light at Howard and Main Street, to the St. Augustine Church. COUNCIL COMMENTS Misteravich is pleased to see all the items that were presented at the meeting as they all will enhance the City. CLOSED SESSION None OTHER BUSINESS The City Manager and Theresa Maniaci recently submitted a place making grant for bike racks and concrete pads at the Roosevelt Civic Auditorium and Desert Storm Memorial.
