APPROVED 05/06/2024 SPECIAL BUDGET WORKSHOP MINUTES APRIL 29, 2024 THE SPECIAL BUDGET WORKSHOP OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:30 P.M., ON MONDAY, APRIL 29, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister, City Treasurer Hatfield, DPW Director Goetzinger, City Planner Jeschke, Library Director Kammer, RLEMS Jeff White Visitors: None AUDIENCE PARTICIPATION None received. ADOPTION OF AGENDA Motion by Schultz, seconded by Allen, to adopt the Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION Review of the proposed FY2024-25 Budget began with: 590-591 Sanitary Sewer/All Water Fund – Summer Sewer discount rate will be adjusted from 25% to 15%. There will be a future discussion on eliminating the discount on filling pools. CCBudgetWorkshop : 04/29/2024 Page 1 of 3  APPROVED 05/06/2024 Council requested further information on second (2nd) meter installation and a rate comparison between Richmond Water rates vs. Detroit water rates. This will be discussed at a future Roundtable meeting. COUNCIL WAS IN GENERAL AGREEMENT WITH THE REVISED BUDGET AS PRESENTED. 101-610 EMS Budget –Four (4) new ambulances have been added to the fleet. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-611 Community Transit – Four (4) new busses are coming; this will help with the overall cost of the aged vehicles. SMART has recently lost a considerable amount of federal funding. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-790 Lois Wagner Memorial Library – The fee schedule has been adjusted to eliminate overdue fines on materials. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-400 Planning Commission – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 274-Housing and Urban Development Fund – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 251-All Tax Increment Finance Authority – Repaving to the Municipal Parking Lot on the west side of Main Street have been included in the FY2024-25 budget as well as the installation of picnic tables and concrete pads on the North Forest Park lot. Funds from the TIFA will be used to complete the sale with Foster’s in conjunction with the Aud parking lot. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-172 City Manager –COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-462 Capital Improvements – Discussion on the RVFD/FUMC parking lot. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-890 Contingency – COUNCIL WAS IN GENERAL AGREEMENT WITH THE CCBudgetWorkshop : 04/29/2024 Page 2 of 3  APPROVED 05/06/2024 BUDGET AS PRESENTED. 101-253 Treasurer - COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-448 Street Lighting – The addition of street lights to Diane Lane and West Richmond Lot caused some of the increase in this budget. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-906 General Fund Debt Service - COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-965 General Fund Transfers Out – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. CITY MANAGER COMMENTS Administration has contacted GLF and Priority for competitive contract proposals pertaining to refuse collection and disposal.
