APPROVED 01/06/2025 REGULAR MEETING MINUTES DECEMBER 16, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 16, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, Misteravich, Reindel, Rix, Schultz, Warn Absent: LaFore Others: City Manager Moore, City Clerk McCallister, DPW Director Goetzinger, Recreation Director VanHove Visitors: Brian Davidson and Eric Reitzloff (Richmond Little League) Motion by Warn, seconded by Allen, to excuse Councilor LaFore from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz to approve the minutes of the December 2, 2024, regular meeting as presented. Discussion on motion: An amendment to the December 2, 2024 minutes to show that Schultz made and Allen seconded the motion to approve Item for Consideration #3, Approving Closure of a portion of the Municipal Parking Lot for a Special Event/Reindeer Event. Motion by Misteravich, seconded by Reindel, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Richmond Little League 5 Year Plan Richmond Little League President, Brian Davidson, provided a brief overview of the five- year plan including the changes to the Plan and Little League Rules. Motion by Reindel, seconded by Warn, to approve the Richmond Little League 5-Year Plan covering 2025-2029. All yeas Motion passes 2. Consideration of Approval of Purchase/Park Maintenance Mower Motion by Schultz, seconded by Allen, to authorize $10,479.00 for the purchase of a 60” Exmark Laser Z, E Series from Zimmer’s Sales & Service with the expense charged to the appropriate line item: 508-757-977.000; Equipment Acquisition; Parks & Recreation. All yeas Motion passes Motion by Reindel, seconded by Warn, to amend the recreation Fund, Parks & Recreation, Equipment Acquisition line Item (508-757-977.000) from $247,000 to $257,479. All yeas Motion passes 3. Consideration of Approving Purchase/Peristalic Pump CCM: 12/16//2024 Page 2 of 4  APPROVED 01/06/2025 Motion by Reindel, seconded by Allen, to waive purchasing ordinance requirements due to Section 64-53(a) and to authorize the expense of $6,431 for the purchase of two peristaltic style pumps from RS Technical with funds charged to the appropriate line item in the Water Fund. A roll call vote was taken: Six yeas: (Misteravich, Reindel, Rix, Schultz, Warn, Allen) One absent: (LaFore) Motion passes 4. Consideration of Approving Purchase/Oxidation Ditch Bearing Motion by Allen, seconded by Schultz, to authorize the expense of $5,160.94 for the purchase of an oxidation ditch bearing from Applied Industrial Technologies with funds charged to the appropriate line item in the Sanitary Sewer Fund. All yeas Motion passes 5. Consideration of Approving Resolution 2024-22/Authorization to Sign Oak/Priestap Street Contract The City has received and reviewed the contract and has no concerns. Therefore, Resolution 2024-22, which designates the City Manager and City Clerk as authorized signers to MDOT Contract No. 2024-5473 is recommended for adoption. Motion by Allen, supported by Schultz, to designate the City Manager and the City Clerk as individuals authorized to sign the TED FUNDS contract between MDOT and the City of Richmond for the Oak & Priestap Reconstruction project. All yeas Motion passes 6. Consideration of Board Appointments Motion by Reindel, seconded by Warn, to (re)appoint Mike Misteravich, to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2027. All yeas Motion passes Motion by Schultz, seconded by Allen, to confirm the Mayor’s (re)appointment of Susan Foster, to the Board of Review for a 3-year term with an expiration date of December 31, 2027. CCM: 12/16//2024 Page 3 of 4  APPROVED 01/06/2025 All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore acknowledged all of the great community events that have taken place over the last couple of weeks and thanked all the committees, the community, the staff and all volunteers that have helped make these event so successful. January 12, 2025 at 8am is the scheduled date and time for the removal of Christmas decorations. COUNCIL COMMENTS Councilors are all very happy with the Santa parade/tree lighting event and extended a Merry Christmas and have a safe holiday to all.
