APPROVED 02/17/2025 REGULAR MEETING MINUTES FEBRUARY 3, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, FEBRUARY 3, 2025, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Clerk McCallister, Recreation Director VanHove, Police Chief Costello Visitors: Will Trombley (Saving Destiny Animal Rescue) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the January 20, 2025, regular meeting as presented. All yeas Motion passes Motion by Warn, seconded by Allen, to approve the minutes of the January 20, 2025, quarterly meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA CCM: 02/03/2025 Page 1 of 4 APPROVED 02/17/2025 Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Approval of Schedule of Bills dated February 3, 2025, in the amount of $418,021.89. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Purchase/Axon In-Car Cameras Police Chief Costello read the background brief for the Axon In-Car Camera proposal. Motion by Schultz, seconded by Allen, to waive purchasing ordinance requirements under Section 64-53(d) and authorize the purchase of 6 Axon in-car cameras in the amount of $15,015.79 p/year with expense charged to the appropriate line-item Police Department, Equipment Acquisition. A roll call vote was taken: All yeas: (LaFore, Misteravich, Reindel, Rix, Schultz, Warn, Allen) Motion passes 2. Consideration of Special Event Request/Saving Destiny Animal Rescue CCM: 02/03/2025 Page 2 of 4 APPROVED 02/17/2025 Applicant, Will Trombley, on behalf of Saving Destiny Animal Rescue, provided Council with background information pertaining to the special event request. An application for a mobile food vendor from Oscar and Wally’s will be forthcoming. Star Craft brewery will provide the beverages. Saving Destiny will submit the paperwork. Insurance coverage will be the same as last year. The certificate of insurance will be provided prior to the event. Unlike last year, there will not be any vendors or seating on the stage. Tickets will be available for purchase very soon at Green Thyme Workshop, online or at the door ($30 for floor seats, $20 for bleacher seats). No other comments were received. Motion by Reindel, supported by Warn, to approve the request from Saving Destiny Animal Rescue for a non-profit usage of the Roosevelt Civic Auditorium (the Aud), with alcohol, for a wrestling event to raise money for the animal rescue on April 12, 2025 from 1:00 pm to 1:00 am, with the performance going from 7:00 pm to 10:00 pm. All yeas Motion passes COUNCIL COMMENTS Congratulations on the very well attended Chili Cook-off and Ice sculpture event. Mayor announced the Calendar of Events: 2/13 Planning Commission at 7pm 2/14 Happy Valentine’s Day 2/14-2/17 Winter Break for Richmond Community Schools 2/17 City Council Meeting at 7pm 2/19 EDC meeting at 7pm (Discussion of Building Murals; (All individuals are welcome to attend this discussion) ADJOURNMENT CCM: 02/03/2025 Page 3 of 4 APPROVED 02/17/2025 Motion by Misteravich, seconded by Allen, to adjourn the Regular Council Meeting at 7:16 pm. Consideration of Special Event Request/Saving Destiny Animal Rescue MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
