APPROVED 05/05/2025 REGULAR MEETING MINUTES APRIL 21, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, APRIL 21, 2025 BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Rix, Schultz, Warn, Yelencich Absent: Misteravich Others: City Manager Moore, City Clerk McCallister, DPS Director Goetzinger, Library Director Kammer Visitors: Hometown Heroes Members (Steve Aiken, Joe Behnke, Delany Frantz, David Schuman) Motion by Warn, seconded by Yelencich, to excuse Councilor Misteravich from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the minutes of the April 7, 2025 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION Representatives from Hometown Heroes gave a brief introduction of their newly established non-profit organization and their upcoming events. This organization was recently formed with membership from Richmond Police, Dispatch, RVFD and RLEMS as the replacement for the RPOA. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Veteran Banners Motion by LaFore, seconded by Allen, to approve the use of the light pole banner arms from Water to Monroe Streets to hang Veteran banners near the Veterans Park for the two weeks prior to Memorial Day and the two weeks following (May 13th - June 10th). Comments on motion: Thank you Jim Wilton for continuing to search for local Veteran information. The City has received many compliments from the public in this endeavor. Consideration of Special Event Request/Richmond Little League/MFV Motion by Allen, seconded by Schultz, to approve a Special Event Request from Richmond Little League to have one (1) Mobile Food Vendor, Kona Ice, for their Blue Devil State Tournament, from Saturday, June 7th through Sunday, June 8th. All yeas Motion passes 3. Consideration of Architect Proposal for Library Design Services Motion by Schultz, seconded by Warn to approve the Architectural Services Proposal from AEW in the amount of $45,000 to complete the feasibility study for the Lois Wagner Memorial Library. Comments on motion: The Library Design Committee, consisting of Administration, Councilors, and library staff interviewed three (3) of the six (6) architectural firms that submitted proposals for architectural design services. It was the recommendation of this committee, along with the Library Board, to approve the selection of AEW to complete the feasibility study. All yeas Motion passes 4. Consideration of Bid Award/Oak and Howard Street ADA Ramp Upgrades Motion by LaFore, seconded by Warn, to award the Oak and Howard Street ADA Ramp Upgrade project to Santos Cement in the amount of $54,087.50 with the expenses charged to the appropriate line items within the HUD Fund. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER On 4/28, MDOT will begin their road project between New Haven and 31 Mile Road. This will include removing and replacing asphalt, drainage improvements, curb ramp upgrades and permanent pavement markings. CCM: 04/21/2025 Page 3 of 4  APPROVED 05/05/2025 COUNCIL COMMENTS Schultz – It is unfortunate that MDOT is starting a new project before completing other projects first. Administration noted that the railroad track crossing on Division Rd. is scheduled to be replaced July 14-18. This is only one of two crossing replacements in Macomb County that were approved by MDOT.
