APPROVED 05/19/2025 REGULAR MEETING MINUTES MAY 5, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, MAY 5, 2025, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Erik Barden, Kyle/Allison Dees, RVFD Officer Joel Dobbelaer and Fire Chief Rob Reindel, Melissa Majchrzak, Kim McDowell, Larry Morris, Liza Shirtz APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the April 21, 2025, regular meeting as presented. All yeas Motion passes Motion by Warn, seconded by Schultz, to approve the minutes of the April 29, 2025, Special Budget Workshop as presented. All yeas Motion passes AUDIENCE PARTICIPATION Kim McDowell expressed her displeasure with the quantity of emergency sirens that are administered. Mayor Rix provided reasoning for the sirens and directed the resident to contact City Manager Moore with future questions or concerns. All yeas Motion passes CONSENT AGENDA a) Approval of Schedule of Bills dated May 5, 2025, in the amount of $380,444.04. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Special Request/Chickens/70237 Chaucer Drive Applicant, Kyle Dees, who will be purchasing the property located at 70237 Chaucer Drive, gave Council a brief introduction and reasons for the request for chickens. The consensus among Council was to have a discussion on the request prior to any motion being made. Discussion: Councilor Schultz is not in favor due to the feedback from neighbors. Councilor Misteravich is not in favor due to the size of the property. Councilor LaFore is not in favor for the same reasons mentioned above. It was suggested the applicant move into the property and get to know the neighbors first. CCM: 05/05/2025 Page 2 of 6  APPROVED 05/19/2025 Motion by Schultz, seconded by Allen, to deny the petition from Kyle Dees to keep up to six (6) egg-laying chickens (hens) on property located at 70237 Chaucer Drive. Audience Comments: Larry Morris (70234 Canterbury) indicated he was against the request due to the proximity of the coop to his home and concern with decreasing property value. Liza Shirtz (70235 Canterbury) is against the request due to a decrease in property value. No further comments were received. All yeas Motion passes The petition for chickens at 70237 Chaucer Drive was denied. 2. Consideration of Special Event Request/Veterans of SEMCO/Operation Injured Soldiers 30 Mile Walk-A-Thon Applicant Barden provided a brief summary of the event. Motion by LaFore, seconded by Misteravich, to approve the special event application from Veterans of SEMCO Operation Injured Soldier for a 30 Mile Walk-A-Thon and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 6:00 a.m. until 6:00 p.m. on Saturday, June 14, 2025. All yeas Motion passes 3. Consideration of Special Event Request/Richmond Artisan and Farmers Market/Mobile Food Vendor Applicant Majchrzak provided a brief summary of the event. Motion by Allen, supported by Schultz, to approve the special event request from Flora’s Trash to Treasure to hold a Farmer’s Market on Thursdays from June 5th until October 2nd, 2025 from 2:00 pm until 8:00 pm, in the Municipal Parking Lot. CCM: 05/05/2025 Page 3 of 6  APPROVED 05/19/2025 All yeas Motion passes Motion by Allen, supported by Schultz, to approve the special event request for Mobile Food Vendors from Melissa Majchrzak to have up to 3 small food vendors for the Richmond Artisan & Farmer’s Market, on Thursdays 3:00 pm - 7:00 pm, June 5th through October 2nd. All yeas Motion passes 4. Consideration of Purchasing New Workout Equipment/Fire Hall RVFD Chief Reindel and Lieutenant Dobblear provided Council with background information pertaining to the equipment and its benefits. Motion by Schultz, seconded by Allen, to waive purchasing ordinance requirements due to Section 64-53(d) and to authorize the purchase of exercise equipment for the Fire Hall from PRx Performance in the amount of $6,184.14 with the expense charged to the appropriate line item (206-336-865.000) Fire Fund, Training & Education. Roll Call Vote: Yeas (Warn, LaFore, Yelencich, Allen, Schultz, Misteravich, Rix) Nay (None) Comment on Motion: LaFore is pleased the RVFD is getting the proper equipment to train with. Motion passes 5. Consideration of Richmond Master Plan/Approval of Distribution for Public Comment Motion by Allen, seconded by Schultz, to approve distribution of the Master Plan Document for review and comment during the 63 day review period. Consideration of Board Appointment/EDC Motion by LaFore, seconded by Misteravich, to confirm the Mayor’s appointment of Anthony Maniscalco, to the Economic Development Corporation (EDC) with an expiration date of July 1, 2027 which fulfills the remaining term of the current vacancy. All yeas Motion passes Comment on motion: Council thanked Dave Villeme, former EDC Chairman, and offered best wishes in the future. MISCELLANEOUS MATTERS FROM THE CITY MANAGER The new summer recreation guide is now available. The new AC unit was delivered last Friday. They are currently running new wires and working on the controls for the unit. Moore thanked Villeme for his many years of service on the EDC COUNCIL COMMENTS LaFore mentioned the passing of community member Connie Yelencich who will be missed Schultz thanked all that attended the Day of Prayer and thanked the Good Old Days Festival for the luncheon that was provided afterwards.
