APPROVED 06/02/2025 REGULAR MEETING MINUTES MAY 19, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, MAY 19, 2025 BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Scott Bell (67808 Leelane Ct.), Emily Seczuwa (St. Augustine Church), William Trombley (Green Thyme Workshop) APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the minutes of the May 5, 2025 regular meeting as presented All yeas Motion passes Motion by Warn seconded by Schultz, to approve the minutes of the May 5, 2025 Budget Workshop as presented All yeas Motion passes AUDIENCE PARTICIPATION William Trombley presented City Council with a signed poster and ring apron from the “Ruckus in Richmond” wrestling event. He extended his appreciation for the support for this fundraiser in which nearly $5K was raised for Saving Destiny Animal Rescue. Scott Bell, who has an item for consideration on the June 2nd agenda, introduced himself and wanted to Council to know he had no ill intent when he acquired the dwarf goats prior to their consideration. No other comments were received. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Commercial House/Gears and Beers Auto Show Motion by LaFore, seconded by Misteravich, to approve a Special Event Request from Commercial House for the Gears and Beers Auto Show on Sunday, July 27, from 8:00 a.m. until 5:00 p.m., utilizing the City’s and Commercial House’s portions of the Forest Street Parking Lot, and Monroe Street from Forest up to the bank drive thru. All yeas Motion passes 2. Consideration of Special Event Request/St. Augustine Catholic Church Procession Motion by Allen, seconded by Schultz, to approve the request received from St. Augustine Church to conduct their Procession down Main Street, beginning at approximately 7:00 a.m., on Sunday, June 22, 2025, at St. Augustine’s Church and travelling north along Main Street to the City Limits. Consideration of Special Event Request/Mobile Food Vendor/Recreation Department Big Truck Event Motion by Schultz, seconded by Warn, to approve the Special Event Request for a Mobile Food Vendor from the Recreation Department to have RJ’s Doghouse on Wednesday, August 13, 2025 from 10:30 am to 2:00 pm for the Big Truck event. All yeas Motion passes 4. Consideration of Splash Pad Signage Motion by Allen, seconded by Schultz, to approve the Splash Pad Rules Sign to be placed at the Splash Pad on the exterior of the pool fence All yeas Motion passes 5. Consideration of Cost Sharing Agreement/32 Mile Road Motion by LaFore, seconded by Misteravich, to approve the Cost Sharing Agreement with the Macomb County Department of Roads (MCDOR) to construct 32 Mile Road from the CN crossing to County Line utilizing Richmond’s Small Urban Funds with the City paying 50% of the required local match from the Major Street Fund estimated to be $29,785. Comments on motion: This project will utilize MDOT’s Small Urban funding grant that will add decel lanes on existing commercial driveways along 32 Mile Road between the railroad tracks. This major improvement will be safer for motorists traveling this stretch of 32 Mile Road. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Administration is hopeful that the main municipal parking lot will be paved by the end of the week. Due to colder temperatures the Splash Pad will be opened the first week in June rather than the originally scheduled date.
