Consideration of Adopting Resolution 2025-5/Recognition of Richmond Girls Softball State Championship Motion by Allen, seconded by Schultz, to adopt Resolution 2025-5, a resolution recognizing the 2025 State Champion Richmond Blue Devils Softball Team as a source of civic pride. Mayor Rix presented the Resolution to Head Coach Howard Stewart. Comment on motion: Kate Teltow thanked City Council for the recognition. All yeas Motion passes 2. Consideration of Appointment of City Assessor Motion by LaFore, seconded by Misteravich, to confirm the City Manager’s appointment of Andrew Yankee of Assessment Administration Services, LLC to the Position of City Assessor in accordance with Section 7.3(a) of the City Charter for an indefinite term to serve at the pleasure of the City Manager. Consideration of Special Event Request/Richmond Band Boosters Motion by Allen, seconded by Warn, to approve the special event application from Richmond Band Boosters for an across the road banner from September 19th through October 5th in conjunction with their annual Pumpkin Extravaganza on October 4th and 5th. All yeas Motion passes Motion by Allen, seconded by Schultz, to approve the special event application from Richmond Band Boosters for temporary signage in conjunction with their annual Pumpkin, Craft and Vendor Sale, October 4th and 5th. The signs placed at the City Limit Signs will be allowed beginning Friday, September 19th subject to the following conditions: 1. The applicant shall work with city staff on proper placement of the signs to minimize any sight visibility issues. All yeas Motion passes 4. Consideration of Special Event Request/Richmond Lenox EMS/Mobile Food Vendor Motion by Allen, seconded by Schultz, to approve and forward to council, the Mobile Food Vendor request from RLEMS to have two mobile food vendors Buck-N-Dink’s and Taqueria Flores & More for their employee appreciation picnic/50th anniversary event, on Sunday, August 24, 2025 held at the Beebe Street Pavilion. Consideration of Wastewater Treatment Plant/Clarifier Weir Installation Motion by Schultz, seconded by Warn, to authorize the expense of $41,702 to PCS Construction for painting of structural steel and piping in both final clarifier tanks with expenses charged to the appropriate line item in the WWTP Equipment Replacement fund (402.527.977.000). All yeas Motion passes Motion by Schultz, supported by Warn, to authorize the expense of $48,200 to Process Piping for installation of the new weir and trough assemblies in both final clarifier tanks with expenses charged to the appropriate line item in the WWTP Equipment Replacement fund (402.527.977.000). Consideration of Wastewater Treatment Plant/Sewage Pump Installation Motion by LaFore, seconded by Misteravich, to waive purchasing ordinance requirements due to Section 64-53(d) and to authorize the expense of $42,676.00 to AC/DC Electrical for electrical trades related to the raw sewage pump installation with expenses charged to the appropriate line item in the WWTP Equipment Replacement fund (402.527.977.000). A roll call vote was taken: All yeas: (LaFore, Misteravich, Rix, Schultz, Warn, Yelencich, Allen) Motion passes Motion by LaFore, supported by Misteravich, to authorize the expense of $36,000 to Midwest Power Systems for installation of raw sewage pumps no. 1 and no. 3 with expenses charged to the appropriate line item in the WWTP Equipment Replacement fund (402.527.977.000). All yeas Motion passes 7. Consideration of Additional HVAC repairs/City Hall Motion by Allen, seconded by Schultz, to award City Hall HVAC Repair Quote to Rooftop AC Unit Replacement project to Tony’s Heating & Cooling in the amount of $14,988.10 with expenses charged to the appropriate line items in General, Major Street, Local Street, TIFA, Sanitary Sewer, and Water funds and request TIFA to consider funding their portion. All yeas Motion passes 8. Consideration of Designating MML Voting Delegate/Annual Conference The consensus agreed to have a discussion regarding the designation prior to any motion being made. Motion by Allen, seconded by Schultz, to designate Councilor Michael Misteravich, as the City’s Official MML Representative to cast the vote of the City of Richmond at the annual meeting. Consideration of Special Event Request/Richmond Community Theatre Motion by Allen, seconded by Schultz, to approve the special event application from the Richmond Community Theatre for an over-the- road banner from July 21st through August 3rd and November 17th through November 30th. Consideration of Special Event Request/St. Augustine’s Parish Festival Motion by Misteravich, seconded by LaFore, to approve the special event application from St. Augustine Catholic Church to have six (6) temporary signs in conjunction with their annual parish festival on July 28th through August 11th with the following conditions. 1. The applicant shall work with city staff on proper placement of the signs to minimize any sight visibility issues. 2. The signs are allowed to be displayed July 28th through August 11th, 2025. All yeas Motion passes Motion by LaFore, seconded by Misteravich, to approve the special event application from St. Augustine Catholic Church to have an across the road banner in conjunction with their annual parish festival to be displayed July 28th through August 11th, 2025, and direct the City Clerk to submit the application to MDOT. All yeas Motion passes Motion by LaFore, seconded by Misteravich, to approve the request from the St. Augustine Parish Festival to make the 13 parking spaces on Howard Street between the two church driveways handicapped parking for the St. Augustine Parish Festival on August 7th through August 10th, 2025. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Both the municipal parking lot and the Oak Street projects are near completion. Would like to see more publication for future events.
