THE SPECIAL MEETING OF THE RICHMOND CITY COUNCIL WAS
CALLED TO ORDER AT 5:31 P.M. ON TUESDAY, JULY 16, 2025 BY MAYOR
RIX.
ROLL CALL
Present: Allen, Misteravich, Rix, Schultz, Warn, Yelencich
Absent: LaFore
Others: City Manager Moore, City Clerk McCallister, RVFD Chief Reindel
Visitors: None
Motion by Warn, seconded by Allen excuse Councilor LaFore from today’s Special
Meeting due to being out of town.

Motion by Warn, seconded by Schultz, to adopt the agenda as presented

ITEMS FOR CONSIDERATION
1. Consideration of Approval/Fire Department Tanker Truck Purchase
Fire Chief Reindel and the City Manager briefed City Council on the status of the current
water tank and the quotes that were received from the three (3) companies.

Motion by Yelencich, seconded by Warn, to waive purchasing ordinance
requirements due to Section 64-53(d) and to authorize the Purchase Agreement from
Reliant Fire Apparatus for a Pierce Tanker Truck with a Freightliner Chassis in the
amount of $561,087.00.
A roll call vote was taken:
Six yeas: (Misteravich, Schultz, Allen, Rix, Yelencich, Warn)
One absent (LaFore)

Motion by Misteravich, seconded by Allen, to adjourn the Special Council Meeting at

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who
speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair
(Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a
motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss
the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter
to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business
item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of
1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion
on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter
and act on the business item without interruption from the public.
