Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Proposal/RVFD Tanker Truck/Water 1 Motion by Schultz, seconded by Warn, to approve the proposal from Pele Fire Training to provide the old tanker truck to them in exchange for services valued at $5,500. Comment on motion: Councilor LaFore is happy with the exchange as the old tanker truck is no longer able to be used for service runs. RVFD Chief Reindel indicated the new tanker truck is still scheduled to be delivered in December. All yeas Motion passes 2. Consideration of Bid Award/2025 Asphalt Repairs Contract Motion by LaFore, seconded by Misteravich, to award the 2025 Asphalt Repairs Contract 2025-SR-2 in the amount of $11,500 to James P Contracting with the expenses charged to the appropriate line items in the General, Major Street, Local Street, Sanitary and Water Funds. Consideration of Amendment to Library Board Bylaws Motion by Warn, seconded by Schultz, to approve the amendments to the Library Board By-Laws. All yeas Motion passes 4. Consideration of Special Event Request/Broadway Connection Debut/5K Run Motion by LaFore, seconded by Misteravich, to approve the special event application from Broadway Connection Debut for a St. Patrick’s Day 5K Run/Walk and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 6:30 a.m. until 11:00 a.m. on Saturday, March 14, 2026 All yeas Motion passes 5. Consideration of Board Appointment/Planning Commission Motion by Schultz, seconded by Warn, to confirm the Mayor’s appointment of Jennifer Holley to the Planning Commission for a 3-year term with an expiration date of June 30, 2028. All yeas Motion passes 6. Consideration of MERS Benefit Plan Amendment Motion by Misteravich, seconded by LaFore, to approve the MERS Defined Benefit Plan Adoption Agreement Addendum for the City of Richmond and authorize the City Manager to sign on behalf of the City of Richmond.
