All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the December 1, 2025 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION City Manager Moore announced Jay Rioux as the “2025 Volunteer of the Year” and acknowledged the volunteer work Jay has done in the community throughout the years. A plaque was presented to Rioux. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Second Reading and Adoption/Text Amendment 156-35/ Dimensional Standards Motion by LaFore, seconded by Misteravich, to give Second Reading and Adopt Ordinance 156-35; which amends Section 5.101 (Dimensional Standards) of the Richmond Zoning Ordinance, which reduces the minimum gross floor area requirements for principal dwellings within the Single-Family and Two-Family Residential Districts. Comment on motion: City Planner Jeschke thanked the Mayor and City Council for supporting this text amendment. All yeas Motion passes 2. Consideration of Second Reading and Adoption/Text Amendment 167-1/ Civil Infraction Motion by Schultz, seconded by Warn, to give second reading and adopt Ordinance 167: an ordinance to make violations of certain provisions of the City of Richmond Code of Ordinances civil infractions. Consideration of Approving Aud Non-Profit Rental Form Motion by Misteravich, seconded by LaFore, to approve the proposed changes to the Aud - Non-Profit Building Usage Form. Comment on motion: Rix - Since the Aud has been open for a couple of years, the Recreation Board felt the need to review the rental form. The proposed changes are a positive step forward for the Aud. Consideration of Special Request/Board Appointments Motion by LaFore, seconded by Misteravich, to (re)appoint Jennifer Holley to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2028. All yeas Motion passes Motion by Schultz, seconded by Warn, to (re)appoint Mike Schade, to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2028. All yeas Motion passes Motion by Schultz, seconded by Warn, to confirm the Mayor’s (re)appointment of Monica Wilkie, to the Board of Review for a 3-year term with an expiration date of December 31, 2028. All yeas Motion passes Motion by LaFore, seconded by Misteravich, to confirm the Mayor’s appointment of Christopher Moshier, to the EDC for a 6-year term with an expiration date July 1, 2028. Consideration of Special Request/Adoption of Cross Connection Control Program Motion by Warn, seconded by Schultz, to approve the Cross Connection Control Program document as presented. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Thank you to the DPW for their work removing the snow and Merry Christmas. COUNCIL COMMENTS LaFore – Merry Christmas. Schultz complimented the appearance of the downtown Christmas tree and wished everyone a Merry Christmas and Happy New Year. Warn – Merry Christmas. Yelencich – Merry Christmas. Rix - The Community Tree Lighting and Santa Parade was a huge success again this year. A special thank you to Bob and Sue Kiel for donating the Christmas tree. Thank you to the Richmond Community Theatre for their special performance. A recording of this event is available on local Channel Six (6) and YouTube. City Manager Moore thanked Active Tree for cutting down and transporting the Christmas tree and to the DPW and Recreation Department for decorating the tree.
