REGULAR PLANNING COMMISSION MEETING MINUTES JULY 28, 2016 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, JULY 28, 2016, AT 6:04 P.M., BY CHAIRMAN McCLELLAN. ROLL CALL Present: Frank, McClellan, Moore, Rix, Weinert, Zink Absent: Durkee, Kaminski Others: City Planner Jeschke, City Clerk Stagl Visitors: John Paul Rea and John Culcasi from Macomb County APPROVAL OF MINUTES Motion by Rix, seconded by Zink, to approve the minutes of the June 9, 2016, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of June 6, 2016 - City Council Meeting Minutes of June 20, 2016 - City Council Meeting Minutes of July 6, 2016 Motion by Moore, seconded by Rix, to receive and file the correspondence as presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Moore, seconded by Zink, to adopt the Agenda as presented. All yeas Motion passes PCM: 07/28/2016 Page 1 of 3 PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. Election of Officers Motion by Rix, seconded by Zink, to nominate Dr. McClellan as Chairperson. All yeas Motion passes Motion by Rix, seconded by Moore, to close the nominations for Chairperson. All yeas Motion passes Motion by Weinert, seconded by Frank, to nominate Mark Zink as Vice Chairperson. All yeas Motion passes No further nominations were received. Motion by Rix, seconded by Moore, to elect Dr. McClellan as chairperson of the Planning Commission for the next year. All yeas Motion passes Motion by Weinert, seconded by Frank, to elect Mark Zink as vice chairperson of the Planning Commission for the next year. All yeas Motion passes B-2. Presentation of an action plan from the Macomb County Planning and Economic Development Department/Completion of our master Plan John Paul Rea, Director of the Macomb County Planning and Economic Development Department addressed the Planning Commission. He presented the Commission with their ideas on how best to conduct the public outreach and how they intend to assist the City with the formulation of the remaining section of the Master Plan. They are in the process of reviewing our current Master Plan making sure it complies with the current Planning Enabling Act. John Paul Rea indicated that the County would like to have an agreement with the City to assist us in updating our Master Plan utilizing Macomb County’s resources. PCM: 07/28/2016 Page 2 of 3 Motion by Moore, seconded by Zink, to recommend to City Council that they approve the proposal from Macomb County Planning & Economic Development to assist the City with the Community Master Plan update. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF City Planner Jeschke distributed to the Planning Commission a handout from the Michigan Planner. He also distributed a sign in sheet for the Commission members to verify their email addressed. City Manager Moore – The fencing and nets at the tennis court will be up this week. - The three houses across from Bailey Park have been taken down. - The bump-outs are complete - The storm sewer installation on Pound Road is ongoing. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS McClellan – Commented that the firearms ordinance may be coming up for review by the Commission. Administration will determine when this should come back before the Commission. - Commented on a recent article in a medical journal, regarding medical marijuana. The Commission may want to reconsider its position on medical marijuana dispensaries.
