REGULAR PLANNING COMMISSION MEETING MINUTES MAY 11, 2017 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, MAY 11, 2017, AT 7:00 P.M., BY CHAIRMAN McCLELLAN. ROLL CALL Present: Durkee, Frank, Kaminski, Majchrzak, McClellan, Moore, Rix, Weinert, Zink Absent: None Others: City Planner Jeschke, City Clerk Stagl Visitors: None APPROVAL OF MINUTES Motion by Rix, seconded by Frank, to approve the minutes of the March 9, 2017, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE City Council Meeting Minutes of February 20, 2017 City Council Meeting Minutes of March 6, 2017 City Council Meeting Minutes of March 20, 2017 City Council Meeting Minutes of April 3, 2017 City Council Meeting Minutes of April 17, 2017 Motion by Kaminski, seconded by Rix, to receive and file the correspondence as presented. All yeas Motion passes PCM: 05/11/2017 Page 1 of 4 ADOPTION OF AGENDA Motion by Moore, seconded by Frank, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. Discussion on the Future Land Use Categories section of the Master Plan City Planner Jeschke informed the Commission that he would like their consensus on the land use designations. There are some designations which the City Planner needed the Commission to discuss: 1. Should #4-Planned Single Family Residential designation be eliminated? 2. Do we need #6-A Planned Multiple Family Residential designation? 3. Do we need #10-Neighborhood Commercial designation? 4. The Commission should review the Public/Semi-Public designation Discussion on whether churches should be removed from the public/semi-public designation and be zoned as single family residential. Discussed that zoning churches as residential gives the City more control over the property. City Planner Jeschke stated that the issue is with churches that are typically within a neighborhood being spot zoned. When a church ceases to operate, we are now stuck with a building that is now non-conforming to everything around it. The purpose of future land use designations is for the City to identify how they want to see the City planned out. City Manager Moore stated that changing churches to a residential use does not hurt the church – it just allows the property to be used as residential should the church cease to exist. Some Commissioners were not in agreement and felt the designation for churches should remain as is. City Planner Jeschke stated that if the Commission was not comfortable with changing the zoning for churches to residential, they may be comfortable with changing the future land use designation – this will make any rezoning, in the future, easier. Discussion on whether the designation for all churches should be changed. PCM: 05/11/2017 Page 2 of 4 The consensus of the Planning Commission was to amend the future land use map to re-designate churches to the most reasonable use based on the surrounding zoning. The Planning Commission wanted the changes made and the future land use map brought back to the Commission for a final determination. City Planner Jeschke discussed that the neighborhood commercial designation is very restrictive. It was the recommendation of the City Planner to eliminate the neighborhood commercial designation on the future land use map and keep the historic commercial designation which allows more uses. The Consensus of the Commission was to consolidate Historic and Neighborhood Commercial into one designation with the south side of Division to be less restrictive and to reduce the overall commercial. Motion by Kaminski, seconded by Majchrzak, to support the proposed changes that include the elimination of #4-Planned Single Family Residential; the elimination of #6- Planned Multiple Family Residential and the combination of #9 & 10 into one new designation. The Planning Commission wanted the changes made and the future land use map brought back to the Commission for a final determination. All yeas Motion passes B-2. Discussion of the new Socio-Economic Section of the Master Plan City Planner Jeschke informed the Commission that a new section to the Master Plan is being added which is intended to replace two existing sections of the Master Plan (Article 9-Tax Revenue Analysis for Economic Base Report and Article 10-Economic Development Analysis. The Planning Commission was in consensus with the change as proposed by the City Planner. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore - Henry Ford Ribbon cutting is next Friday - The Medilodge new addition is very close to being completed. - The new EMS facility should be done by the end of June - A Brew Pub is being proposed at the former Al Busch Plumbing site. City Planner Jeschke – A new 800 MHz radio tower is being proposed at the rear of the former City Hall site – this will be on the next Planning Commission Agenda. The application will also need a variance. PCM: 05/11/2017 Page 3 of 4 COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Zink – stated that he had questions on the future land use map. City Planner Jeschke informed the Commission that the map will be presented to the Commission at a future meeting and they will have an opportunity to make changes. Frank – Commented that he felt this meeting was very informative. - Commented on how great the new baseball diamonds looked. Weinert – Very close to disassembling and reassembling the barn. Kaminski – Commented on the tall grass behind Kroger’s and at the old Sunoco station on Gratiot. Majchrzak – Expressed his appreciation for being allowed to attend the Citizen Planner workshops. Durkee – Another aerial picture of Richmond is in the County’s budget. - The Robotics Club needs a community service project. City Manager Moore – Informed the Commission that Priehs Hobby Shop has been sold.
