CORRESPONDENCE City Council Meeting Minutes of June 1, 2020 Motion by Frank, seconded by Kaminski, to receive and file the correspondence as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION B-1. SPR-06-2020/Site Plan Review/George and Mary Kontoudis/Outdoor Seating Structure at 68940 Main Street City Planner Jeschke informed the Commission that the applicant was requesting permission to erect a 25 foot long by 10 foot wide permanent structure adjacent to the north side of their building for the purpose of having outdoor seating that is sheltered. The structure will appear similar to a lean-to on the north side of the restaurant with the roof angling down extending toward the north (Division Road). The structure will feature metal siding along the side of the roof riser area. The roof of the structure will also be metal and will match the existing metal siding on the building. The proposed outdoor seating structure is in compliance with the zoning ordinance standards and the City Planner is recommending approval of the site plan. Commissioners were in favor of the proposed outdoor seating area. This will help the business to continue to stay open. Members did express concerns with the safety of the restaurant patrons. Some type of barrier needed to be installed to protect those seated in the outdoor space. Some members suggested bollards be installed. Kaminski expressed concern with the driveway at the north-end of this property – could it be eliminated. City Manager Moore informed the Commission that the curb cut was owned by the City. The Planning Commission could refer the issue to the City Council and request that they consider eliminating the north-end curb cut. McClellan suggested that flower boxes be installed as a barrier. The Commission needs to consider the safety of the restaurant patrons. Moore – suggested that one (1) flower box be installed and the bike rack is to be maintained, both of the items could act as a barrier. Motion by Rix, seconded by Frank, to conditionally approve the requested site plan review for a proposed 250 square foot permanent outdoor seating structure in PCM: 07/09/2020 Page 2 of 3  APPROVED 08/13/2020 conjunction with an existing restaurant (Village Café), on 0.13 acres of property located at 68940 Main Street (APN: 50-07-06-02-229-002), subject to the following condition: 1. Prior to any construction, the applicant shall be required to apply for building permits through the Richmond Building Department. Seven yeas (Frank, Majchrzak, McClellan, Moore, Rix, Weinert, Zink) One nay (Kaminski) One absent (Prior) Motion passes The Commission did instruct Administration to work with the business owner on the possible addition of a planter box as well as strategic placement of bike racks to shield the outdoor seating area from the driveway to the north. Motion by Kaminski, seconded by McClellan, to refer to City Council the request to consider the closure of the north-end curb cut by the Village Café. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF Moore – The contractor is wrapping up the striping on 31 Mile Road. CHAIRMAN AND COMMISSION MEMBERS Zink – Will not be at the August meeting. - Requested that the Commission consider having a roundtable meeting to discuss ongoing issues.
