THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS
CALLED TO ORDER AT 7:34 P.M., ON THURSDAY, NOVEMBER 12, 2020, BY

ITEMS FOR CONSIDERATION
B-1. PIR-02-2020/Public Improvement Review of a proposed overlay of Howard
Street
City Planner Jeschke informed the Commission that pursuant to Section 61(1) of the
Michigan Planning Enabling Act (P.A. 33of 1008, as amended), the proposed Howard
Street asphalt overlay project is being presented to the Commission for review and
approval.
The Howard Street asphalt overlay project, budgeted for next summer, is not the normal
road project where we mi8ll and resurface or reconstruct the entire roadway. The 1.5’
asphalt overlay placed on top of the existing road is a fix intended to make the roadway
last until funds can be saved, including in the water fund, to replace the water main.
Due to the relatively good condition of Howard Street at the present time, the overlay is
expected to last up to 15 years. The scope of work includes overlaying the existing
pavement with 1.5’ of new asphalt pavement. Associated work item include drainage
structure adjustment, aggregate shoulder and partial driveway replacement.
Motion by Rix, seconded by Frank, to approve the Public Improvement Review (PIR-
02-2020) of the overlay of Howard Street.

B-2 Review of Zoning Ordinance Sections
The City Planner presented the Commission with section of the Zoning Ordinance which
we feel need to be amended or at the very least se are clear on the city’s interpretation
of the section of ordinance.
No action was required tonight, but a consensus from the Commission that they agree
with the sections that should be reviewed.
1. Section 6.301 Body Art Parlors and Piercing Salons.
○ City Staff feels the Accessory use only in the B-2 District should be
eliminated
○ The \distance separation requirements should be reduced from 500 feet to
300 feet from a school, library, playground, or church, convent, monastery,
synagogue, or similar place of workshop. The distance separation
requirements should be reduced from 1,000 feet to 500 feet between
tattoo parlors.
○ Article 4, Land Use Table, do we still want to require s Special Condition
Use within the B-2 zoning District.

2. Section 6.510 (Package Liquor Stores)
City staff feel that our standards don’t reflect what the state rules are. The City Planner
will research the State Liquor Control Commission standards to ensure we are in line
with them and bring the changes back at a future meeting.
3. Section 7.02 (Accessory Structures)
Over the years some residents and board members have questioned the limit on the
square footage of accessory.
The City Planner’s recommendation would be to delete the 25% required rear yard lot
coverage and the 40% non-required rear yard lot coverage requirements with a simple
40% rear yard coverage standard requirement.
4. Section 9.04 Residential Parking Standards
Our ordinance currently limits each homeowner to park one recreation vehicle outdoors.
We would like to discuss whether or not the limit of one is adequate or not and also
discuss the definition of what constitutes a recreation vehicle.
We also need to discuss the requirement that the recreational vehicles be parked in the
non-required side or rear yard.
All Commissioners were in agreement with the Sections that were presented for review.
MISCELLANEOUS MATTERS FROM THE CITY STAFF
City Planner Jeschke informed that Commission that Huvaere’s wants to use their
residential property on 37147 31 Mile Road as a construction entrance, during the
renovations to their dealership. The City Planner wanted to get feedback from the
Commission on having a construction entrance on a residential piece of property.
Commissioners discussed the proposed construction entrance – some Commissioners
did not have a problem with a construction entrance on a residential piece of property.
Commissioners were in agreement that Administration should work out an agreement
with Huvaere’s regarding the proposed construction entrance. The agreement should
address the following items raised by the Commission:
1. Hours of operation/noise – suggested 9am-5pm
2. Dust mitigation
3. Length of time the construction entrance is necessary should be limited to
2years.
