APPROVED 11/11/2021 REGULAR MEETING PLANNING COMMISSION MINUTES OCTOBER 14, 2021 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:00 P.M., ON THURSDAY, OCTOBER 14, 2021, BY CHAIRMAN McCLELLAN ROLL CALL Present: Frank, Kaminski, McClellan, Moore, Weinert, Zink Absent: Majchrzak, Misko , Rix Others: City Planner Jeschke, City Clerk Stagl Visitors: None Motion by Moore, seconded by Frank, to excuse Commissioners Majchrzak, Misko and Rix from tonight’s meeting, due to being out of town. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION B-1. Discussion on Section 7.04 (Solar Collectors and Similar Facilities) City Planner Jeschke informed the Commission that the biggest problem with the City’s ordinance, is the size limit mentioned in the ordinance. Currently it is 32 square feet, which has become the main point of contention with the public. The City Planner presented the Commission with ordinances from several communities. The City Planner informed the Commission that none of the communities regulated the maximum area allowed. Commissioners felt that the ordinance from Ypsilanti was the most comprehensive and that City’s ordinance should be similar to this ordinance. Commissioners also agreed that they needed to discuss freestanding solar collectors in more depth – where should they be located. City Planner Jeschke informed the Commission that most communities only allowed freestanding solar collectors in the rear yard. B-2. Review of Discussion on Section 4.02 (Table of Permitted Uses by District) The consensus of the Planning Commission was that the changes discussed by the Planning Commission at their September meeting, are accurately reflected in the Table of Permitted Uses by District. A text amendment will be drafted and scheduled for the November 11th Planning Commission Meeting, at which time a public hearing will be held, along with consideration of the text amendment.
