All yeas Motion passes APPROVAL OF MINUTES Motion by McClellan, seconded by Kaminski, to approve the amended minutes of the July 14, 2022, regular meeting as amended: Remove Rix as present from the July 14, 2022 Planning Commission minutes. All yeas Motion passes ADOPTION OF AGENDA Motion by Moore, seconded by Rix, to adopt the agenda as amended: Add item B-3: Resolution 2022-13: A Resolution recognizing Dr. Patrick McClellan for his 54 years of service on the Planning Commission. All yeas Motion passes PUBLIC HEARING Motion made by Moore, seconded by Kaminski to open the public hearing at 7:03 pm. All yeas Motion passes A-1. TXT-02-2022 – CITY OF RICHMOND – Request for a Text Amendment to PCM: 09/15//2022 Page 2 of 5  Approved 10/13/22 Section 25.02 (Definitions) to amend what is considered to be a Recreational Vehicle Motion made by Moore, seconded by Zink to close the public hearing at 7:04 pm All yeas Motion passes ITEMS FOR CONSIDERATION B-1. TXT-02-2022 – CITY OF RICHMOND – Request for a Text Amendment to Section 25.02 (Definitions) to amend what is considered to be a Recreational Vehicle Motion by Zink, seconded by Kaminski to approve Text Amendment (TXT-02-2022) which revises section 25.02 (Definitions) to amend what is considered to be a Recreational Vehicle. All yeas Motion passes B-2. PIR-02-2022 – CITY OF RICHMOND – Request for a Public Improvement Review for a 5,400 square foot addition to the Department of Public Works Main Garage and Parking improvements on property located at 69129 Beebe Street (APN: 50-07003-36-354-006). Motion by Kaminski, seconded by Zink to approve the Public Improvement Review (PIR-02-2022) for a 5,400 square foot addition to the Department of Public Works Main Garage and parking improvements on property located at 69129 Beebe Street (APN: 50-07-03-36-354-006). All yeas Motion passes Discussion on Motion: PCM: 09/15//2022 Page 3 of 5  Approved 10/13/22 Kaminski questioned if the addition to the garage will be large enough to store future purchased equipment Zink inquired if the space will have a shower incorporated in the space Goetzinger responded “yes” to both of the inquiries from Kaminski and Zink B-3. Resolution 2022-13: A Resolution Recognizing Dr. Patrick McClellan for his 54 Years of Service on the Planning Commission. Motion by Moore, seconded by Rix to adopt Resolution 2022-13: a resolution recognizing Dr. Patrick McClellan for his 54 years of service on the Planning Commission. Discussion on motion: City Mayor Rix read the resolution aloud and presented it to Dr. McClellan McClellan expressed his pleasure in serving on the Planning Commission over the last 54 years. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF None CHAIRMAN AND COMMISSION MEMBERS McClellan encouraged members to attend the Richmond’s Annual Living History PCM: 09/15//2022 Page 4 of 5  Approved 10/13/22 Cemetery Walk on September 24th from 1pm – 3pm. He will be active participant in this event representing Clarence Flower. Tickets are available for purchase at the Chapel.
