APPROVED 01/12/2023 REGULAR MEETING PLANNING COMMISSION MINUTES November 10, 2022 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:00P.M., ON THURSDAY, NOVEMBER 10, 2022, BY VICE- CHAIRMAN RIX ROLL CALL Present: Frank, Kaminski, Misch, Misko, Moore, Rix, Weinert Absent: Zink Others: City Planner Jeschke, City Clerk McCallister Visitors: DPS Director Jim Goetzinger Motion by Frank, seconded by Kaminski, to excuse Commissioners Zink from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Frank, seconded by Kaminski, to approve the minutes of the October 13, 2022, regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION None CORRESPONDENCE PCM: 11/10/2022 Page 1 of 4 APPROVED 01/12/2023 City Council Meeting Minutes of October 3, 2022 Motion by Frank, seconded by Kaminski, to receive and file correspondence as presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Frank, seconded by Weinert, to adopt the agenda as presented: All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION B-1. PIR-03-2002 City of Richmond – Request for a Public Improvement Review of the proposed reconstruction of Diane Lane from 150 feet east of Madeline Lane to South Forest Avenue. Motion made by Frank, seconded by Kaminski to approved the Public Improvement Review (PIR-03-2022) of the proposed reconstruction of Diane Lane from 150 feet east of Madeline Lane to South Forest Avenue. All yeas Motion passes Discussion on motion: PCM: 11/10/2022 Page 2 of 4 APPROVED 01/12/2023 Frank inquired if water/sewer line work was anticipated Goetzinger indicated all utilities are in good shape and replacements are unnecessary B-2. PIR-04-2022 – City of Richmond – Request for a Public Improvement Review of the proposed reconstruction of Stone Street from Division Road to Madison Street. Motion by Frank, seconded by Kaminski to approve the Public Improvement Review of the proposed reconstruction of Stone Street from Division Road to Madison Street. All yeas Motion passes Discussion on motion: Rix questioned the lifespan of HDP and directional drilling Weinert prompted discussion of future paving of parking lot area at Washington/Stone St. Misko inquired on the flow with a new 8” pipe-line minimum Geotzinger indicated it would improve fire flows. MISCELLANEOUS MATTERS FROM THE CITY STAFF City offices are closed Friday, November 11 for Veteran’s Day. Christmas Open House will be December 9th; invitations will be going out next week. MISCELLANEOUS MATTERS FROM THE CITY STAFF COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS ADJOURNMENT Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on the matter and act on the business item without interruption from the public. - 1 -
