APPROVED 10/12/2023 REGULAR MEETING PLANNING COMMISSION MINUTES SEPTEMBER 14, 2023 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:00PM., ON THURSDAY, SEPTEMBER 14, 2023, BY CHAIRMAN ZINK ROLL CALL Present: Frank, Kaminski, Maniaci, Misch, Moore, Rix, Weinert, Zink Absent: City Planner Jeschke Others: City Clerk McCallister Visitors: None APPROVAL OF MINUTES Motion by Rix, seconded by Misch, to approve the minutes of the July 13, 2023, regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION None CORRESPONDENCE - City Council Regular Meeting Minutes of August 21, 2023 - City Council Regular Meeting Minutes of August 7, 2023 - City Council Regular Meeting Minutes of July 17, 2023 - City Council Quarterly Meeting Minutes of July 17, 2023 - City Council Regular Meeting Minutes of July 6, 2023 Motion by Moore, seconded by Frank, to receive and file correspondence as presented. PCM: 09/14/2023 Page 1 of 3 APPROVED 10/12/2023 All yeas Motion passes ADOPTION OF AGENDA Motion by Rix, seconded by Kaminski, to adopt the agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1 Master Plan Revision– Consideration of Article 1 (Introduction), Article 3 (Existing Land Use Analysis), and Article 6 (Natural Features) Article 1: Introduction: Figure 1 Photograph has been updated to reflect downtown Richmond’s businesses and roadway, and a typographical error has been corrected. Minimal changes were made. Article 3: Existing Land Use Analysis The map that reflected undeveloped/vacant property has been revised to show where new homes are located. Land Use Compatibility Commissioners would like to see changes to the verbiage in bullet point two (2) noting the recent efforts that have been made towards the improvement to the DPW yard. Formatting of bullet point three (3) is needed. Article 6: Natural Features After some discussion among commissioners, the request for a softer overall tone in the PCM: 09/14/2023 Page 2 of 3 APPROVED 10/12/2023 description of the soil’s natural features was made. Commissioners would like to see strengths noted first, followed by the revisions to the Richmond area soil verbiage. Another draft of the Article 6: Natural Features will be created and presented at the next Planning Commission meeting. B-2 Adoption of the Planning Commission 2024 Regular Meeting Schedule Motion by Kaminski, seconded by Frank, to adopt the 2024 Planning Commission Regular meeting Schedule. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore indicated that the 2023-24 Macomb County Guide to Government Services brochure is now available for commissioners and residents. CHAIRMAN AND COMMISSION MEMBERS The Annual Good Old Days Festival was a great event this past weekend. Mark Zink noted his forthcoming absence for the November meeting. MISCELLANEOUS MATTERS FROM THE CITY STAFF COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS ADJOURNMENT Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on the matter and act on the business item without interruption from the public. - 1 -
