MINUTES
NOVEMBER 28, 2018
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:02 P.M., ON WEDNESDAY, NOVEMBER 28, 2018, BY VICE-
CHAIRMAN HEBEL.
Present: Ball, Hebel, LaFore, Reindel,
Absent: Garant, Ruff, Yelencich
Others: Director Moore, City Clerk Stagl
Visitors: Mayor Tim Rix, Matt Rix
Motion by Reindel, seconded by Ball, to excuse Authority Members Garant and Ruff
and Yelencich from tonight’s meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by LaFore, seconded by Ball, to approve the minutes from October 24, 2018, as
presented.

APPROVAL OF BILLS
Motion by LaFore, seconded by Reindel, to approve the Schedule of Bills dated
November 1, 2018 in the amount of $66,640.80; Schedule of Bills dated November 15,
2018 in the amount of $10,305.19 and the October Payroll Expense in the amount of
$2,841.36

ADOPTION OF AGENDA
The Agenda was adopted as presented.
ITEMS FOR CONSIDERATION
1. Consideration of Richmond Good Old Winter Days Banner
Director Moore informed the Authority that the City would be partnering with the Good
Old Days for a Winter Event. This would be a one day event, scheduled for Saturday,
February 9th. Part of this event is to have a banner informing residents of the event.
Matt Rix, the Festival Chairman, informed the Authority that event plans are still being
finalized. Some of the events that are scheduled are: Kids Snowmobile Drag Races;
Cornhole Tournament; Broomball; Snow Carving and a Snowman Contest. The City’s
Recreation Department is also organizing a hockey game between the RVFD and DPW
and a Chili Cook-off.
The RAGOD is asking TIFA to consider funding the banner for the event in the amount
of $1,500.
Motion by Ball, seconded by Reindel, to approve the funding of a Good Old Winter
Days Festival in the amount of $1,500 to include a changeable “snipe” to allow the date
to be changed.

MISCELLANEOUS MATTER FROM THE DIRECTOR
- Board and Commission training is scheduled for January 31st. Asked for
members to RSVP by January 3rd.
- There are several new events as part of the Santa Parade/Tree Lighting Event.
- Council will be considering the Richmond West Site Condominium on December 3rd.

Authority meeting at 7:18 p.m.
