Members In Attendance: Mayor Pro Temp/ Alderman Wilbert Reed Jr. – Presided over the meeting. Alderman Simeon Profit Alderman Janice Fleming Alderman Leola Keys Alderman Wysinger Cleveland The Town of Richwood met for a Regular Meeting held December 21, 2022 at 5:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business: I. Meeting Called to Order by Mayor Gerald Brown at 5:00p.m. II. Prayer- was offered by Mr. Clifford Thomas III. Pledge of Allegiance - recited in unison IV. Roll Call- Mayor Pro Temp Wilbert Reed Jr. called roll with the following results: The record shall reflect all (5) Aldermen present at roll call: All Aldermen present at roll call V. Adoption of Agenda: It was motioned by Alderman Janice Fleming and seconded by Alderman Leola Keys to adopt the agenda as presented. • The record shall reflect a vote was taken with the following results: (3) Yes and (1) Abstain Vote. Public Comments as they relate to items on the agenda Mr. John Godfrey III (resident)- addressed the Board and inquired, why call a Special Meeting and was anything going to be accomplished? Alderman Wilbert Reed Jr. – advised the reason why this meeting was called was because there were some items left out at the last meeting, and as the Mayor Pro Temp, I can preside over the meeting. December 21, 2022 Special Meeting Minutes Page 2 of 3 Ms. Paige Carter – asked the Board what has changed in the 6 days from the official meeting when the Mayor was here? Alderman Leola Keys- stated #1 the Budget is on here, and secondly the Town’s district plan is on here. If I recall, the Mayor adjourned that meeting, if I’m wrong I stand to be corrected. Alderman Janice Fleming – responded, he didn’t adjourn it one of the Board Members adjourned it. Alderman Leola Keys- stated, okay the meeting was adjourned and the agenda was never finished. Ms. Paige Carter- responded, the meeting was adjourned by the same Aldermen that called this Special meeting. Alderman Leola Keys- stated, well I didn’t adjourn it, I didn’t ask for it and the business that was on the agenda last was not taken care of. VII. Adoption of Ordinance 2022-04 An Ordinance adopting the town’s expenditures for the year beginning July 1, 2022 thru June 30, 2023 It was motioned by Alderman Janice Fleming and seconded by Alderman Simeon Profit to adopt Ordinance 2022-04 (An Ordinance adopting the town’s expenditures for the year beginning July 1, 2022 thru June 30, 2023 • The record shall reflect a vote was taken with the following results: 2 Votes Yes 2 Votes No. & (1) Abstain Mayor Pro Temp/ Alderman Wilbert Reed Jr. Abstain Alderman Simeon Profit Yes Alderman Janice Fleming Yes Alderman Leola Keys No Alderman Wysinger Cleveland No VIII. Adoption of Ordinance 2022-05( An ordinance amending Ordinance 2022-01 an ordinance amending the Town of Richwood code of ordinances to provide for the enforcement of certain traffic violation by automated means and provides for civil penalties for certain traffic violations enforced by automated means, and otherwise providing with respect thereto. Adoption of Ordinance 2022-06 An ordinance regarding the Town’s Districting Plan It was motioned by Alderman Wysinger Cleveland and seconded by Alderman Leola Keys to adopt Ordinance 2022-06 • The record shall reflect a vote was taken with the following results: 2 Votes No , 3 Votes Yes. Mayor Pro Temp/ Alderman Wilbert Reed Jr. Yes Alderman Simeon Profit No Alderman Janice Fleming No Alderman Leola Keys Yes Alderman Wysinger Cleveland Yes • Mayor Pro Temp Wilbert Reed Jr. voted to Abstain. X. Adjournment It was motioned by Alderman Wysinger Cleveland to adjourn the meeting @ 5:41 p.m.
