RICHWOOD CITY COUNCIL MEETING
Monday, October 11, 2021 at 6:00 PM
BE IT KNOWN THAT a City of Richwood City Council will meet Monday, October 11, 2021, beginning at 6:00 PM at
Richwood City Hall, located at 1800 Brazosport Blvd. N., Richwood, Texas 77531 with the following agenda:
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m.
II. INVOCATION
Patricia Ditto, Finance Director, led the invocation.
III. PLEDGES OF ALLEGIANCE
Mayor Boykin led the pledges.
IV. ROLL CALL OF COUNCIL MEMBERS
Steve Boykin, Mayor: Present
Mike Johnson, Position 1: Present
Melissa Strawn, Position 2: Absent
Matthew Yarborough, Mayor Pro Tem: Present
Rory Escalante, Position 4: Present
Mark Brown II, Position 5: Present
Others present: Eric Foerster, City Manager; Kirsten Garcia, City Secretary; Patricia Ditto, Finance Director;
Clif Custer; Public Works Director; Stephen Mayer, Police Chief; Phillip Knop, City Attorney.
V. PUBLIC COMMENTS
Clinton Warren - 141 Dove Trail - Advised he has an issue with a neighbor - would like an ordinance looked
at about nuisance animals, he stated the City of Clute has a fair and clear animal ordinance.
Linda Kellog - 149 Dove Trail - Speaking on behalf of the Warren family - advised there is a vengeful
neighbor who has called the police and city on them. She added that the Warren’s are no nuisance and they
are always polite and we all have dogs in the neighborhood who bark.
VI. EMPLOYEE SERVICE AWARD
A. Lori Salazar, Court Clerk - 5 Years of Service
Kirsten Garcia, City Secretary, presented the award and expressed gratitude to Lori for her service.
VII. CONSENT AGENDA
A. Approval of minutes from called meeting held September 21, 2021.
B. Approval of Q4 Investment Report, FY 2021
C. Approval of September 2021 budget report.
Motion to approve consent agenda.
Motion made by Mike Johnson, Seconded by Matthew Yarborough.
Voting Yea: Mike Johnson, Melissa Strawn, Matthew Yarborough, Rory Escalante, Mark Brown II
VIII. DISCUSSION AND ACTION ITEMS
A. Discuss and consider approving North Water Plant Water Well Change Order #2 in an amount not to
exceed $31, 380.
Clif Custer presented.
Morgan Ruiz, with Strand Associates, presented.
Discussion held on Geo technical pre-engineering.
Discussion held on timeline and cost comparison.
Motion to approve North Water Plant Water Well Change Order #2 in an amount not to exceed
$31, 380.
Motion made by Mike Johnson, Seconded by Mark Brown II.

B. Discuss and consider approving Resolution # 2021-R-57, amending the FY 2020-2021 budget to
increase the general fund expenditures for debris management and removal after Hurricane
Nicholas.
Eric Foerster presented.
Motion to approve Resolution # 2021-R-57, amending the FY 2020-2021 budget to increase the
general fund expenditures for debris management and removal after Hurricane Nicholas.
Motion made by Mark Brown II, Seconded by Melissa Strawn.

C. Discuss and consider allowing Keep Richwood Beautiful to host low contact events beginning in
December.
Kirsten Garcia presented.
Rory stated we should continue the moratorium or perhaps enact a liability agreement or a notice to
the public regarding liability for the City.
Discussion held on liability and what type of events would be considered low risk.
Motion to allow KRB to host events beginning immediately. Motion made by Mike Johnson.
Mike Johnson amended motion his motion to allow KRB to host events beginning immediately on a
volunteer basis.
Motion made by Mike Johnson, Seconded by Mark Brown II.

D. Discuss and consider approval of change order in the amount of $25,990.80 to repair roughly 310
linear feet of the western portion of Cypress Street.

the western portion of Cypress Street.
Motion made by Mike Johnson. Motion died for lack of second.
E. Discussion regarding standing water on Oyster Creek Drive.
Clif Custer presented information on standing water on Oyster Creek Drive.
No discussion held.
F. Discussion regarding drainage project design adjustments within the Capital Improvement Projects.
Clif Custer presented.
Disussion held on options for concrete in the ditch.
Discussion held on engineers opinions.
Discussion held on notifying residents of a change.
IX. CAPITAL IMPROVEMENT PROJECTS UPDATE
Clif Custer presented the update.
X. CITY MANAGER'S REPORT
Eric Foerster presented his update.
XI. COUNCIL MEMBER COMMENTS & REPORTS
Matt Yarborough expressed appreciation to Clif for his work and to the rest of staff.
Mark Brown expressed appreciation to Clif also, stated that he takes on alot and to the rest of staff. Mark
added appreciation the rest of council for allowing KRB to host events.
XII. MAYOR'S REPORT
Mayor reported in regards to missing the last meeting. Stated thanks to the FD And citizens for the
excellent job they did during the storm. He added thanks to the residents for their patience with the power
outage.
Also stated that he had the privileged of bringing cub scouts up to city hall last week to teach them about
the city and how it works.
