Minutes of Regular Meeting The City Council City of Richwood A Regular Meeting of the City Council of the City of Richwood was held Monday, February 24, 2014, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. I. CALL TO ORDER The meeting was called to order at 6:00 p.m. by Clint Kocurek, Mayor and presiding officer. II. INVOCATION The invocation was given by Jarrod Beaty, Council, Position #3 III. PLEDGES OF ALLEGIANCE The Pledge of Allegiance and the Texas Pledge of Allegiance was recited by those in attendance. IV. ROLL CALL OF COUNCIL MEMBERS Roll call showed the following members present: Clint Kocurek, Mayor and presiding officer Paul Raymond, Council, Position #1 John Pitts, Council, Position #2 and Mayor Pro Tem Jarrod Beaty, Council, Position #3 Morgan Laird, Council, Position #4 Absent: Donna Lacy, Council, Position #3 A quorum was declared. Others present included Karen B. Schrom, City Secretary, Linda Pace, Administrative Assistant, Janet and Garry Ellis, Pat Griffith, Melissa Blanks, Sarah Harris, Kevin Cadenhead and Lijie Liu of Kennemer, Masters & Lunsford, and Ronnie Martin. V. ANYONE WISHING TO ADDRESS COUNCIL There was no one who wished to address Council on matters not on the agenda. VI. CONSENT AGENDA On motion by Councilman Laird, seconded by Councilman Pitts, with all members present voting aye, it was duly elected to approve the items on the consent agenda as presented. A. Approval of Minutes of Previous Meetings 1. February 10, 2014 B. Payment of bills VII. DISCUSSION AND ACTION ITEMS A. Proclamation - Proclaiming February 25th as Keep Richwood Beautiful Day in Richwood Mayor Kocurek proclaimed February 25th as Keep Richwood Beautiful Day in Richwood. B. FY 13 Audit Presentation Kevin Cadenhead and Lijie Liu of Kennemer, Masters & Lunsford presented the FY 13 Audit to City Council. The City once again received an unmodified opinion. There were a significant amount of capital outlay expenditures that were erroneously coded to maintenance and repair. Due to the large amount of capital expansion the City experienced this year that is not surprising. Mr. Cadenhead reported that city staff always makes the audit enjoyable and helps it go as planned. Mayor Kocurek thanked them for their report. C. Applications for Keep Richwood Beautiful The City received Melissa Blanks application late Friday and Mr. and Ms. Ellis turned theirs in tonight. As a result, this item will be placed on March’s agenda. D. Applications for Parks and Recreation On motion by Councilman Pitts, seconded by Mr. Laird, with all members present voting aye, Sharon Fagan was appointed to the Parks and Recreation Board. E. Rental of space on water tower by SurfsideTX.net On motion by Councilman Pitts, seconded by Councilman Beaty with all members present voting aye, this item was tabled until Mr. Patton can be present. F. Amend Personnel Policy Mayor Kocurek stated he disagreed with the employee appeal process ending with the City Manager and would prefer it continue to the City Council. On motion by Councilman Pitts, seconded by Councilman Raymond, with all members present voting aye, this item was tabled. G. City Holiday Schedule On motion by Councilman Laird, seconded by Councilman Beaty, with all members present voting aye, it was duly adopted to add Martin Luther King’s Birthday to the list of official City holidays. VIII. REPORTS A. Review of Open House Agenda Keep Richwood Beautiful will pass out flyers relating to litter and recycling. Parks and Recreation will have a suggestion box, volunteer applications and flyers. Both committees will have banners. The Mayor will do a short presentation. The City will have a suggestion box and paper copies of the online survey. IX. CITY MANAGER’S REPORT There was none since Mr. Patton was out of town. X. FUTURE AGENDA ITEMS Tower lease proposal by Surfside.tx Applications for Keep Richwood Beautiful Amend Personnel Policy Department reports City Manager’s evaluation XI. COMMITTEE REPORTS Melissa Blanks reported that the Parks and Recreation will be taking over the Easter Egg Hunt. They are planning to expand it next year. At their first meeting, they proposed movie and concert nights in the park during the summer and Day in the Park. They also hope to have a Trunk or Treat at Halloween and expand Christmas in the park. XII. COUNCIL MEMBER COMMENTS & REPORTS Councilman Beaty reported he attended the Elected Officials Conference. The interest in the Brazosport area, especially Richwood, was noticeable. RetailCoach is familiar with the area and Councilman Raymond, Mr. Patton and Mayor Kocurek met with them. This is a good area for growth as they work with retailers throughout the country. XIII. MAYOR’S REPORT A. BCCA The City hosts this month’s BCCA on March 19th. XIV. ADJOURNMENT With no further business to discuss, the meeting was adjourned at 6:40 p.
