The City Council
City of Richwood
A Regular Meeting of the City Council of City of Richwood was held Monday, September 8,
2014, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood,
Texas.
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Clint Kocurek, Mayor and presiding
officer.

II. INVOCATION
The Invocation was given by Glenn Patton, City Manager.
III. PLEDGES OF ALLEGIANCE
The Pledge of Allegiance and the Texas Pledge of Allegiance was recited by those in
attendance.
IV. ROLL CALL OF COUNCIL MEMBERS
Roll call showed the following members present:
Clint Kocurek, Mayor and presiding officer
John Pitts, Council, Position #2
Jarrod Beaty, Council, Position #3
Sarah Harris, Council, Position #4
Chris Hardison, Council, Position #5
Absent:
Paul Raymond, Council, Position #1 and Mayor Pro Tem
A quorum was declared. Others present included Glenn Patton, City Manager,
Karen B. Schrom, City Secretary, Kenny Williams, Public Works Director, Jason
Cordoba, City Attorney, James Castle and Tim Taylor.
V. ANYONE WISHING TO ADDRESS COUNCIL
There was no one present who wished to address Council on matters not on the
agenda.
VI. CONSENT AGENDA
On motion by Councilman Beaty, seconded by Councilman Pitts, with all members
present voting aye, the items on the Consent Agenda were approved as presented.
A. Approval of Minutes of Previous Meetings

3. September 2, 2014
B. Payment of bills
VII. DISCUSSION AND ACTION ITEMS
A. Public Hearing - Annexation of 928.34 acres of land on the east side of State
Hwy. 288B
The Public Hearing was opened at 6:04 p.m.
Billy Kinney, Clute, TX, asked how this will affect the 1965 extra territorial
jurisdiction agreement with Clute and Lake Jackson.
Mr. Patton stated that the property is within our extra territorial jurisdiction per
the 1965 agreement and will not overlap Clute’s.
With no further comments, the Public Hearing was closed at 6:05 p.m
B. Public Hearing - Tax Rate and FY 15 Budget
The Public Hearing was opened at 6:05 p.m. With no comments, the Public
Hearing was closed at 6:06 p.m.
C. Ordinance No. 394 - Call for public hearing on proposed annexation of 928.34
acre tract in the JE Groce 5 League Grant, Abstract 66, Brazoria County
On motion by Councilman Harris, seconded by Councilman Beaty, with all
members present voting aye, Ordinance No. 394, calling for a second public
hearing on the annexation of the 928.34 acre tract was approved as presented.
D. License agreement for Sign for Richwood Landing Apartment, LLC
Mr. Cordoba explained that he drafted the agreement which identifies the area
provides for a period of time, and indemnifies the City. We are giving them
permission to use the land but no easement or interest in the land.
On motion by Councilman Hardison, seconded by Councilman Harris, with all
members present voting aye, the license agreement was approved as presented.
E. TML-IRP Board of Trustees Election
On motion by Councilman Pitts, seconded by Councilman Hardison, with all
members present voting aye, it was duly adopted to vote for the incumbents.
F. Executive Session pursuant to Chapter 551.0745, Personnel Matters to deliberate
the appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee or to hear a complaint or charge against
an officer or employee.
1. City Manager
Council entered the executive session at 6:10 p.m.
Council exited the executive session at 9:03 p.m.
G. Action as a result of Executive Session
Motion was made by Councilman Beaty, seconded by Councilman Hardison,
with all members voting aye, to implement Human Resource training for all
supervisors, department heads and the City Manager.
VIII. REPORTS
There were none.
IX. CITY MANAGER’S REPORT
Mr. Patton reported that 210 Developers will be at the Council meeting on the 22nd to
make a presentation on their development proposal. He also reported that we have
received the proposed FEMA flood plain maps which will put most of the City in the
AE flood zone.
