Minutes of Regular Meeting The City Council City of Richwood A Regular Meeting of the City Council of City of Richwood was held Monday, November 10, 2014, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. I. CALL TO ORDER The meeting was called to order at 6:00 p.m. by Clint Kocurek, Mayor and presiding officer. II. INVOCATION The invocation was given by Jarrod Beaty, Council, Position #3 III. PLEDGES OF ALLEGIANCE The Pledge of Allegiance and the Texas Pledge of Allegiance was recited by those in attendance. IV. ROLL CALL OF COUNCIL MEMBERS Roll call showed the following members present: Clint Kocurek, Mayor and presiding officer John Pitts, Council, Position #2 Jarrod Beaty, Council, Position #3 Sarah Harris, Council, Position #4 Chris Hardison, Council, Position #5 A quorum was declared. Others present included Glenn Patton, City Manager, Karen B. Schrom, City Secretary, Kenny Williams, Public Works Director, Sara Benner, The Facts, Gilbert Reyes, Clifford Dancer, Brian and Pat Corb, Brad Caudle, Molly Caudle, John Stetar, Lauren LaCount, Ken Chronister, Matt Chronister, Dylan Caudle, Ali Smith, Martha Floyd, James Perry, and Edgar Floyd. V. CONSENT AGENDA  On motion by Councilman Beaty, seconded by Councilman Harris, with all members present voting aye, the items on the Consent Agenda were approved as presented. A. Approval of Minutes of Previous Meetings B. Payment of bills VI. DISCUSSION AND ACTION ITEMS A. Consider meeting once a month - 2nd Monday of each month On motion by Councilman Pitts, seconded by Councilman Harris, with all members present voting aye, it was duly adopted to meet in regular session on the 2nd Monday of each month. B. Executive Session pursuant to Chapter 551.0745, Personnel Matters to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee. 1. Hiring of Police Chief Council entered executive session at 6:05 p.m. Council exited executive session at 8:40 p.m. C. Action as a result of Executive Session Council thanked both candidates stating this was a tough decision. On motion by Councilman Beaty, seconded by Councilman Pitts, with all members present voting aye, it was duly adopted to appoint Bryan Corb as Police Chief. VII. REPORTS A. Finance Reports Par for the period ending October 31, 2014 is 92%. VIII. CITY MANAGER’S REPORT Mr. Patton reported that the 380 Agreement is completed and the City Attorney is reviewing it. We hope to sign it in the next day or so. They still plan to close on  the property on November 15th. There will be a new Mexican Food Restaurant on FM 2004. This will be the first restaurant in town that will be serving alcohol. We are still being approached by investors interested in the 928 acre tract. IX. FUTURE AGENDA ITEMS There were none. X. COMMITTEE REPORTS The City Wide Clean Up will be November 15, 2014. XI. COUNCIL MEMBER COMMENTS & REPORTS There were none. XII. MAYOR’S REPORT The City of Clute will be hosting BCCA on Wednesday, November 19th. XIII. PUBLIC COMMENTS Brad Caudle stated that the City is looking for someone with strong leadership and command experience and he wanted to know when the City will look for someone like that in the City Manager’s position. Even someone who is blind can see the stench he’s shoveling. He has a contract that says if he violates the city policy for moral turpitude, he can be terminated. He said that in August two complaints were turned in about Glenn for sexual discrimination in 2012 and nothing has been done. He also said he turned in complaints of violations of moral turpitude to Mayor Kocurek and he remains quiet even though he sits in judgment of him. Eventually Council will change. You claim that you listen to the voice of the people yet you have heard from the people in this room and you don’t listen. Do not feel that interest is any less though the crowd has grown smaller. He is telling people to vote. He told Council to listen to the conversation between Glenn and him. It will make a difference. The last time he’d tried to talk to Ms. Schrom to save her from getting into trouble, she turned her back on him. He told Councilman Beaty he had promised to take the complaint seriously and since nothing has changed he’s either a hypocrite or a liar. He claimed that his personnel file is full of garbage and lies. He then offered to help the new chief and told them not to do to Mr. Corb what had been done to him. Molly Caudle then spoke. She told Council they were a true definition of Glenn Patton’s perfect council. His opinion is the only one they have. She never heard Council state they’d done any investigation into the complaints against Mr. Patton. They fired an honest police chief and kept a lying City Manager and Finance  Director. No one was talked to and there is nothing in Brad’s file other than lies made up by Mr. Patton. This Council has the worse track record of any previous council. She has already had one person commit thousands of dollars for the upcoming city election to remove them. Mr. Pitts claims he wants the city to move forward. How can they since Brad wakes up unemployed every day. Lauren LaCount stated she’d come to the first Council meeting after Brad was fired and didn’t know any of the people involved then. She has spoken to each of the council members on several occasions. She tried to get to the root of the problem. When she went to speak to Mr. Patton and then the Parks Commission, suddenly she got a dog park. She told Council they work for them and this is the example they set. Come election time, she may not run but she will vote. And she will vote for someone who represents the whole city, not just Audubon Woods and Oakwood Shores. Someone who will hear more than just Glenn’s story. They’ve not gone door to door on this issue like she has, they don’t know. They serve as the buffer between citizens and the City. All she came out with when she spoke to them was a dog park. XIV.
