Minutes of Regular Meeting
The City Council
City of Richwood
A Regular Meeting of the City Council of City of Richwood was held Monday, January 12,
2015, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood,
Texas.
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Clint Kocurek, Mayor and presiding
officer.
II. INVOCATION
The invocation was given by Glenn Patton, City Manager
III. PLEDGES OF ALLEGIANCE
The Pledge of Allegiance and the Texas Pledge of Allegiance was recited by those in
attendance.
IV. ROLL CALL OF COUNCIL MEMBERS
Roll call showed the following members present:
Clint Kocurek, Mayor and presiding officer
Paul Raymond, Council, Position #1 and Mayor Pro Tem
John Pitts, Council, Position #2
Jarrod Beaty, Council, Position #3
Sarah Harris, Council, Position #4
Chris Hardison, Council, Position #5
A quorum was declared. Others present included Glenn Patton, City Manager,
Karen B. Schrom, City Secretary, Kenny Williams, Public Works Director, Bryan
Corb, Police Chief, Jennifer Beaty, Suzanne and Emerson Kocurek, Katherine
Venegas, Lauren LaCount, James Perry, Gilbert Reyes, Clifford Dancer and Jack
Daniel.
V. CONSENT AGENDA
On motion by Councilman Beaty, seconded by Councilman Pitts, with all members
present voting aye, the items on the Consent Agenda were approved as presented.

VI. DISCUSSION AND ACTION ITEMS
A. Order May 9, 2015 Election
On motion by Councilman Harris, seconded by Councilman Beaty, with all
members present voting aye, it was duly adopted to order the May 9, 2015
Election.
On the ballot this year is Mayor, Council, Position #2 and Council, Position #3
and the purpose of reauthorization of the local sales and use tax in providing
revenue for maintenance and repair of municipal streets.
B. Public Hearing - Request for a RV park at 1910 Brazosport Blvd.
The Public Hearing was opened at 6:03 p.m.
Lauren LaCount stated she had visited with Mr. Patton and several others in the
community. She feels if the RV park is approved, it should have a green space of
trees to separate it from the residential property. When she lived in Livingston,
the RV parks stayed busy during the construction of the pipeline in the area but
once that ended, the parks were emptied. Also, most of the people living there
will be spending their money outside of Richwood. She is concerned that the
property may not be maintained once the construction in the area is completed.
Gilbert Reyes, 132 Walnut, is new to the area and moved here based on the
recommendation of his daughter. He moved here because it was quiet. He
stated he is completely against the idea of the RV park and will move out if it is
approved.
Clifford Dancer stated he has lived here for 15 years and lives across the street
from Mr. Reyes. He does not feel this is the right location. He asked if the
property has been sold. It has not. The potential buyer wants to know in advance
if this is possible.
Mayor Kocurek and Mr. Patton agreed. Mr. Patton stated the gentleman is also
looking at another property in town. They both feel it is better served as
commercial property.
With no further comments, the Public Hearing was closed at 6:17 p.m.
C. Request for a RV Park at 1910 Brazosport Blvd.
On motion by Councilman Raymond, seconded by Councilman Pitts, with all
members present voting aye, it was duly adopted to deny the request for the RV
Park at 1910 Brazosport Blvd.
VII. REPORTS
A. Finance Reports
Par for the period ending December 31, 2015 is 75% remaining.
VIII. CITY MANAGER’S REPORT
Mr. Patton reported that there is still interest in the 928 acres and hopefully interest
will improve once the weather clears.
IX. FUTURE AGENDA ITEMS
Mr. Pitts asked about the County bus service and Mr. Patton will get a cost to join.

XII. MAYOR’S REPORT
Mayor Kocurek reported BCCA will be held January 21 in Danbury. He reminded
everyone that the Open House will be January 29th from 5:30 pm to 7:30 pm. The
Police Department is taking applications for the Citizen’s Police Academy.
XIII. PUBLIC COMMENTS
There were none.
XIV. ADJOURNMENT
With no further business to discuss, the meeting was adjourned at 6:24 p.m.
