Minutes of Emergency Meeting
The City Council
City of Richwood
A Emergency Meeting of the City Council of City of Richwood was held Tuesday, April 21,
2015, beginning at 5:15 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood,
Texas.
I. CALL TO ORDER
The meeting was called to order at 5:15 p.m. by Clint Kocurek, Mayor and presiding
officer.
II. ROLL CALL OF COUNCIL MEMBERS
Roll call showed the following members present:
Clint Kocurek, Mayor and presiding officer, via Skype
Paul Raymond, Council, Position #1 and Mayor Pro Tem
John Pitts, Council, Position #2
Jarrod Beaty, Council, Position #3
Sarah Harris, Council, Position #4
Chris Hardison, Council, Position #5
A quorum was declared. Others present included Glenn Patton, City Manager,
Karen B. Schrom, City Secretary, Clif Custer, Interim Public Works Director, and
Bryan Corb, Police Chief.
III. DISCUSSION AND ACTION ITEMS
A. Consideration of Approval of a Supplemental Budget Appropriation and
Authorization for Emergency Repairs utilizing a contractor, Sorrel Construction,
to repair and replace the sanitary sewer main, located in the vicinity of Lift Station
#3, 1501 FM 2004
Recent rain events saturated the soils above the sanitary sewer main causing the
sewer main to fail and resulting in sewage to back up in the homes on a portion of
Magnolia and N. Yaupon. Due to the size and length of the damage, it is
necessary to hire Utility Maintenance to perform the emergency repair and bypass
pumping. The failure and collapse of this sanitary sewer main creates an
emergency for which the health, safety, and welfare of the citizens of Richwood
must be considered and causes a necessity for the City Council to convene in
emergency session.
Over the weekend, due to the heavy rain and saturation levels, the sewer line
collapsed near Lift Station #3. It is too deep and extensive a repair for city crews
to handle and the estimated cost of the emergency repairs is $113,050.
Motion was made by Councilman Harris, seconded by Councilman Raymond,
with all members voting aye, to approve the repairs and allow the City Manager
and Finance Director to determine what funds to use.
IV. ADJOURNMENT
With no further business to discuss, the meeting was adjourned at 5:28 p.m.
