Minutes of Special Meeting
The City Council
City of Richwood
A Special Meeting of the City Council of City of Richwood was held Monday, August 3, 2015,
beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas.
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Clint Kocurek, Mayor and presiding
officer.
II. INVOCATION
The invocation was given by Glenn Patton, City Manager.
III. PLEDGES OF ALLEGIANCE
The Pledge of Allegiance and the Texas Pledge of Allegiance were recited by those
in attendance.
IV. ROLL CALL OF COUNCIL MEMBERS
Roll call showed the following members present:
Clint Kocurek, Mayor and Presiding Officer
Paul Raymond, Council, Position #1
Melissa Blanks, Council, Position #2
Jarrod Beaty, Council, Position #3 and Mayor Pro Tem
Sarah Harris, Council, Position #4
Chris Hardison, Council, Position #5
A quorum was declared. Others present included Glenn Patton, City Manager,
Karen Schrom, City Secretary, Bryan Corb, Police Chief, Kenny Williams, Public
Works Director and Clif Custer, Public Works Foreman
V. DISCUSSION AND ACTION ITEMS
A. Ordinance No. 402A - Amending Truck Routes
The amendment includes College Boulevard as one of the Truck Routes.
On motion by Councilman Beaty, seconded by Councilman Hardison, with all
members voting aye, Ordinance No. 402A, Amending Truck Routes, was
approved as presented.
B. Settlement and Release Agreement with Sensus
According to the agreement, the warranty won’t be replaced. Instead, only the
time remaining under the original meters will be honored. This applies only to
the ¾” meters. Councilman Raymond stated that this was not what they were
told.
On motion by Councilman Raymond, seconded by Councilman Beaty, with all
members present voting aye, it was duly adopted to table this item until we can
get clarification on the warranty.
C. FY 16 Budget Workshop
Mayor Kocurek explained the certified tax roll showed the City will be receiving
an additional $55,000 if we keep the current tax rate of $0.73568. Of that,
$45,000 is placed into contingency and $10,000 is placed in City Maintenance to
pay for new radios.
He also stated that city staff did a great job of working together to bring to
Council a balanced budget and he commends them all for that.
Council Raymond would like to see a long term plan for repairs for Lift Station
#4. Mr. Patton and Mr. Custer will work on a methodical approach over a 3 year
period for repairs and will present that to Council.
Councilman Beaty stated the City needs to start planning for the long term.
Councilman Blanks questioned Chief Corb on several items such as cell phones.
He explained that having designated cell phones will keep the officer’s private
numbers from being released and from possibly being subpoenaed. She also
questioned the increase in Economic Development. This is due to the renewal of
Retail Coach’s contract.
Animal Control will be in house. Public Works and the Police Department are
working out the particulars. Chief Corb has also worked with the SPCA.
Councilman Hardison questioned the City absorbing the credit card convenience
fees. He feels the City gives the residents other viable options to use to pay their
bills. Several members expressed concern because we are raising the utility rates
so high. Online payments are easier to process and saves considerable time on a
daily basis.
VI. CITY MANAGER’S REPORT
Mr. Patton reported he is currently in talks with investors who wish to bring a 5,000
to 10,000 square foot office complex to Richwood. The City has 3 lots that could
possibly be offered to them in a 380 Agreement. He has also put Retail Coach in
contact with Neighbors Emergency Care.
