The City Council
City of Richwood
A Regular Meeting of the City Council of City of Richwood was held Monday, November 9,
2015, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood,
Texas.
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Clint Kocurek, Mayor and Presiding
Officer.
II. INVOCATION
The invocation was given by Glenn Patton, City Manager
III. PLEDGES OF ALLEGIANCE
The Pledge of Allegiance and the Texas Pledge of Allegiance were recited by those
in attendance.
IV. ROLL CALL OF COUNCIL MEMBERS
Roll call showed the following members present:
Clint Kocurek, Mayor and Presiding Officer
Paul Raymond, Council, Position #1
Melissa Blanks, Council, Position #2
Jarrod Beaty, Council, Position #3
Sarah Harris, Council, Position #4
Absent:
Chris Hardison, Council, Position #5
A quorum was declared. Others present included Glenn Patton, City Manager,
Karen B. Schrom, City Secretary, Bryan Corb, Police Chief and Kenny Williams,
Public Works Director.
V. CONSENT AGENDA
On motion by Councilman Beaty, seconded by Councilman Harris, with all members
present voting aye, it was duly adopted to approve the items on the Consent Agenda
as presented.
A. Approval of Minutes of Previous Meetings
B. Payment of bills
VI. DISCUSSION AND ACTION ITEMS
A. Adopt Certified Tax Roll
On motion by Councilman Raymond, seconded by Councilman Beaty, with all
members present voting aye, the Certified Tax Roll was approved as presented.
According to the Certified Tax Report 502C, the total levy is $1,430,506.63.
B. Ordinance No. 403 - Permit the Use of Golf Carts in the City on Certain Public
Streets
On motion by Councilman Raymond, seconded by councilman Harris, with all
members present voting aye, this item was tabled.
C. Executive Session: Pursuant to Section 551.087, Government Code, Deliberation
regarding economic development negotiations to discuss or deliberate regarding
commercial or financial information that the governmental body has received
from a business prospect that the governmental body seeks to have locate, stay, or
expand in or near the territory of the governmental body and with which the
governmental body is conducting economic development negotiations; or to
deliberate the offer of a financial or other incentive to a business prospect
described in Subdivision (1)
1. Chapter 380 Agreement - 4907 Brazosport Blvd.
Council entered executive session at 6:06 p.m.
Council exited executive session at 6:21 p.m.
D. Action as a result of Executive Session - Chapter 380 Agreement - 4907
Brazosport Blvd.
On motion by Councilman Beaty, seconded by Councilman Raymond, with all
members present voting aye, it was duly adopted to authorize the City Manager to
enter into negotiations with the property owner at 4907 Brazosport Blvd. for a
Chapter 380 Agreement.
E. Approve items removed from Consent Agenda
There were none.
VII. REPORTS
A. Finance Reports
Financial reports for October 31, 2015 show 92% remaining.
VIII. CITY MANAGER’S REPORT
Mr. Patton reported the Brazos Crossing Apartment complex is moving forward.
Ground breaking on the other complex should be any day now. Sensus meters
should start replacing meters by the end of the week.
IX. FUTURE AGENDA ITEMS
Ordinance No. 403 – Golf Carts
X. COMMITTEE REPORTS
Trunk or Treat was very successful despite having to move it to Gladys Poll
Elementary School. An estimated 600 kids visited.
Keep Richwood Beautiful will host a fall clean up this Saturday from 8 am to noon.
XI. COUNCIL MEMBER COMMENTS & REPORTS
Councilman Beaty agreed that Trunk or Treat was a huge success despite the rain.
Councilman Blanks agreed the Parks and Recreation Department did a great job.
Christmas in the Park is the next event on December 12th. She asked for Council
assistance.
Mayor Kocurek stated he appreciates the efforts of the committees.
Councilman Raymond stated he would like to see team building combined with a
holiday party. Mr. Patton explained that management did a two day Human
Resources training recently.
XII. MAYOR’S REPORT
The City’s Christmas Dinner will be December 10th at noon. Richwood will be
hosting BCCA in January.
XIII. PUBLIC COMMENTS
Chief Corb thanked Councilman Jarrod Beaty and City Manager Glenn Patton for
their service to this country.
XIV. ADJOURNMENT
With no further business to discuss, the meeting was adjourned at 6:31 p.m.
