Minutes of Regular Meeting The City Council City of Richwood A Regular Meeting of the City Council of City of Richwood was held Monday, March 21, 2016, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. I. CALL TO ORDER 6:00 pm Present: Chris Hardison, Sarah Harris, Mark Guthrie, Jarrod Beaty, Melissa Blanks Absent: Paul Raymond II. INVOCATION III. PLEDGES OF ALLEGIANCE Pledge of Allegiance & Texas Pledge IV. ROLL CALL OF COUNCIL MEMBERS V. CONSENT AGENDA A. Approval of Minutes of Previous Meetings B. Payment of bills C. Appoint Parks & Recreation Board Members D. Proclamation - April as Fair Housing Month Motion to accept – Jarrod Beaty Second - Sarah Harris VI. DISCUSSION AND ACTION ITEMS A. Presentation of FY 15 Audit Mr. Kevin Cadenhead made the presentation, they have seen improvement in the overall control structure, need to improve on P.O.’s, spoke on pension liability is now required on audit, Water / Sewer fund is in a deficit. Motion to approve FY 15 budget - Jarrod Beaty Second - Sarah Harris B. Proclamation - proclaiming March 29 as Vietnam Veterans Day in Richwood Presentation made to Janet Ellis and Emily Riley C. Proposed Budget Amendment - Fire Department Clint Kocurek made presentation about new p25 radio requirements. Needed emergency consolette purchase for the Lake Jackson dispatch they are looking for reimbursement back in fire department fund. Motion to approve budget amendment for emergency purchase of the console. Motion to approve - Chris Hardison Second - Sarah Harris D. Purchase of Radios for Emergency Services Chief Corb made presentation about filing a grant with HGAC under Homeland Security to help cover the cost of about 65,000.00 to bring Richwood Fire Department into compliance with the P25 radios. He ask the City for the funds to purchase the radios in the amount of 65,042.00 dollars for the purchase of the radios for the Richwood Fire Department. Motion to deny request for equipment for emergency services Motion - Sarah Harris Second - Jarrod Beaty E. Future and immediate needs of the Richwood Volunteer Fire Department Fire Chief Clint Kocurek presented a rundown on positions in department, have increasing calls as city grows, overview of vehicles, looking forward to getting rescue equipment. Immediate needs are for Extrication Tools. Future needs are to replace Engine One, replace Expedition. Looking at software for next year for training and vehicle maintenance and new gear for fireman. F. Drainage Plans to expand and improve drainage facilities City Manager Glenn Patton spoke about 7 acres at the end of Audubonwoods Drive. The city putting in retention lake at that spot, making deeper and more sloping ditches behind N. Yaupon on past Wisteria Street all the way to the retention lake. This lake or pond could be turned into a park area for fishing, kayaking and walking trail. Velasco Drainage District has agreed to partner with the City on this project. Motion to proceed to possibly purchase of that seven acres: Motion - Chris Hardison Second - Sarah Harris G. Personnel Policy Revisions - Whistleblower Act Motion to accept the revisions of the Whistleblower Act Motion - Jarrod Beaty Second - Sarah Harris H. Personnel Policy Revision - Firearms Prohibition: Motion to table until more information in acquired Motion - Jarrod Beaty Second - Chris Hardison I. Keep Richwood Beautiful - Governor's Community Achievement Award Plans Justin Gatlin-Chairman of KTB made GCAA presentation of what type trees and placement of trees will be done along FM 2004 with the money that was won by KTB in 2014. Planting will be done and complete by August. Some question about the water taps and who will pay for those, the state or the city. Justin will talk to State about this issue. Motion to accept Resolution No. 16-02 Motion - Jarrod Beaty Second - Sarah Harris J. Abandon 293 feet of the road at the Pavilion/Park area at Oakwood Shores per request by Oakwood Shores HOA Motion to abandon 293 feet of the road Pavilion/Park area at Oakwood Shores Park Motion - Jarrod Beaty Second - Chris Hardison K. Public Hearing - Application for Zoning Request to rezone the north 1.25 acres out of Lot 33 Richwood S/D from residential to commercial Start: 7:08 Stop 7:13 Becky Vining - 155 Cedar St. has concerns about commercial area in residential back yards. People buy their homes not expecting commercial business to be built in their back yards, this takes longer for people to sale home that have commercial property that close, request council deny this request. Erin Dayton - 101 June Ct. - as a home owner does not want to see a commercial business this close to her home, request for denial. John Pitts – 631 W. Mahan – concerned about the bright lights affecting residential homes. L. Application for Zoning Request to rezone the north 1.25 acres out of Lot 33 Richwood S/D from residential to commercial Motion to deny the request for rezoning from residential to commercial of Lot 33 Motion - Melissa Blanks Second - Jarrod Beaty M. Public Hearing - annexation of property located at 4907 Brazosport Blvd. No one to speak N. Ordinance No. 404, setting date and time for second public hearing on annexation of property at 4907 Brazosport Blvd. Motion to set a public hearing for Ordinance no. 404 at next council meeting on April 11, 2016 Motion – Jarrod Beaty Second - Sarah Harris Executive session pursuant to Section 551.074, Texas Government Code, O. Personnel Matters to deliberate the appointment, employment, evaluation, reassignment, and duties of a public officer or employee 1. City Manager Start 7:16 End 7:57 P. Action as a result of executive session Motion to accept retirement letter from City Manager Glenn Patton Motion - Sarah Harris Second – Chris Hardison VII. REPORTS Reports that require no action. A. Finance Reports No Presentation VIII. CITY MANAGER’S REPORT Presenter: Glenn Patton – the County will be coming into town this week to start work on roads at Oakwood Shores, Bayou Ben. Apartments are going up in the city. IX. FUTURE AGENDA ITEMS City Health and Dental Plan Firearms prohibition Second public hearing for annexation of 4907 Brazosport Blvd X. COMMITTEE REPORTS none XI. COUNCIL MEMBER COMMENTS & REPORTS Jarrod Beaty – thanks to Vietnam Veterans Melissa Blanks – comment for Easter function had a great turn out, thanks to Parks and Rec Board and Chief Corb. XII. MAYOR’S REPORT Easter Egg hunt was great turnout BCCA dinner last Wednesday, Economic Development gave great presentation, would like to have him at our city at some point Making sure city council, employees, are returning phone calls and emails to residents XIII.
