Minutes of Special Meeting The City Council City of Richwood A Special Meeting of the City Council of City of Richwood was held Monday, April 25, 2016, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. I. CALL TO ORDER The meeting was called to order at 6:00 p.m. by Mark Guthrie, Mayor and presiding officer. II. INVOCATION This item was passed over. III. PLEDGES OF ALLEGIANCE This item was passed over. IV. ROLL CALL OF COUNCIL MEMBERS Roll call showed the following members present: Mark Guthrie, Mayor and presiding officer Paul Raymond, Council, Position #1 Jarrod Beaty, Council, Position #3 Sarah Harris, Council, Position #4 Absent: Melissa Blanks, Council, Position #2 Chris Hardison, Council, Position #5 A quorum was declared. Others present included Glenn Patton, City Manager, Karen B. Schrom, City Secretary, Clif Custer, Public Works Director and Bryan Corb, Police Chief. V. PUBLIC COMMENTS No one signed up who wished to address Council on matters not on the agenda. VI. DISCUSSION AND ACTION ITEMS A. Set visions, goals and directions for the City of Richwood Chief Corb made a presentation to Council on the importance of strategic planning. This will help the City accomplish their vision for the future and establish a direction in decision making and the allocation of resources. Councilman Raymond agreed and feels this would make a very good marketing tool. He further stated that the core values are a high level of the city and each department will then go back and generate measureable data to enhance the core values. Councilman Beaty stated he felt Richwood needs to be more viable and attract more business, such as a grocery store. The mission statement, as adopted by the employees last year is: To provide residents, visitors, and the business community with the highest quality of municipal services in an efficient and courteous manner, and to enhance the quality of life through planning and visionary leadership. Council agreed with the mission statement. They then moved on to the Vision Statement. Chief Corb presented 3 examples. Council chose to combine two of the suggestions to create Richwood’s Vision Statement which is as follows: The City of Richwood is a model for safe and beautiful neighborhoods, a thriving economy with opportunities for families and businesses by being dedicated to serving our community while providing sustainability and diversity for current and future generations. Core values are as follows: • Act as good stewards of city resources • Leading the City by serving our community • Foster economic growth for today and tomorrow • Maintaining integrity through transparency • Promote positive quality of life for our community It is felt that these values are measureable and Council will review this annually. It was also suggested that Council and City staff work at engaging residents in conversation to get a better idea of the future of Richwood they foresee.  VII.
