The City Council
City of Richwood
A regular meeting of the City Council of Richwood was held November 14, 2016, beginning at
6:00 pm in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas
I. CALL TO ORDER
The meeting was called to order at 6:02 by Mark Guthrie, Mayor and Presiding
Officer.
II. INVOCATION
The invocation was given by Bryan Corb, Police Chief.
III. PLEDGES OF ALLEGIANCE
The pledge of Allegiance and the Texas Pledge of Allegiance were recited by those
in attendance.
IV. ROLL CALL OF COUNCIL MEMBERS
Roll call showed the following council members present:
Paul Raymond, Council Position 1
Melissa Blanks, Council Position 2
Lauren LaCount, Council Position 4
Chris Hardison, Council Position 5
Absent – Jarrod Beaty, Council Position 3
A quorum was declared. Others present included Linda Pace, Administrative
Assistant, Clint Kocurek, Fire Chief, Clif Custer, Public Works Director, Ron Cox,
Holly Eudy, Melissa Wilson, Sarah Harris, Pattie Guthrie
V. PUBLIC COMMENTS
Holly Eudy – 531Oyster Creek Drive spoke about the following items:
1. Gas leak at Feiner property
2. Water leak at culvert on her property
3. Would like to see concrete streets to adjoin to AWIII
4. Make subdivision more visible, the city is surrounded by business
VI. CONSENT AGENDA
On motion by Councilman LaCount, seconded by Councilman Raymond, with all
members present voting aye, the items on the Consent Agenda were approved as
presented.
A. Approval of Minutes of Previous Meetings
B. Payment of bills
VII. DISCUSSION AND ACTION ITEMS
A. Public Hearing - Zoning Variance Request for a specific use permit for an indoor
gun range
No one signed up to speak
B. Specific Use Permit for indoor gun range
Councilman LaCount made the motion to approve the specific use permit for the
indoor gun range. Councilman Paul Raymond seconded the motion. With all
members voting aye the specific use permit for indoor gun range passed.
C. Ordinance No. 152-2016, Amending the Sign Ordinance to prohibit billboards
Motion by Councilman Chris Hardison and seconded by Councilman Paul
Raymond amending the sign ordinance to prohibit billboards in the City.
Councilman Lauren LaCount voted nay. Motion to prohibit billboards carried.
D. Ordinance No. 410 - allowing golf carts within City Limits
Motion by Councilman Chris Hardison and seconded by Councilman Paul
Raymond to accept Ordinance 410 to allow golf carts within city limits.
Councilman Melissa Blanks voted nay. Motion to allow golf carts in City Limits
passed.
E. Part time Warrant Officer/ Bailiff
Chief Corb would like to hire a part time warrant officer to be paid out of CCPD
to collect warrant fines.
Motion by Councilman Paul Raymond and seconded by Councilman Chris
Hardison to hire a part time warrant officer. With all members voting aye the
hiring of the part time warrant officer passed.
F. Charter Review Committee
Motion by Councilman Paul Raymond and seconded by Chris Hardison to table
until next meeting and need to have applications from people that are interested.
G. Executive Session pursuant to Section 551.074, Government Code, Personnel
Matters to deliberate the appointment, employment, evaluation, reassignment,
duties, discipline or dismissal of a public officer or employee; or to hear a
complaint against an officer or employee:
1. City Manager

Councilman Lauren LaCount reminded council about the Christmas in the Park that
is coming up and that council needs to participate.

Councilman Chris Hardison wants to address the billboard that is going in by B and
B Classics.

XIV. ADJOURNMENT
With no further business to discuss, the meeting was adjourned at 7:15
