Minutes of City Council Special Meeting The City Council City of Richwood A City Council Special Meeting of the City Council of City of Richwood was held Monday, August 21, 2017, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER Mark Guthrie call the meeting to order at 6:00 pm. INVOCATION Michael Coon gave the invocation. PLEDGES OF ALLEGIANCE Pledge of Allegiance & Texas Pledge Mark Guthrie led the pledges. ROLL CALL OF COUNCIL MEMBERS Mark Guthrie, Mayor Lauren LaCount, Council member Frank Blanks, Council member Sarah Reed, Council member Chris Hardison, Council member - ABSENT Paul Raymond, Council member Others present: Michael Coon – City Manager; Linda Pace – Administrative Assistant; Bryan Corb – Police Chief; Clif Custer – Public Works Director; Kenny Williams – Permits/Inspections PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak There were no public comments. PROCLAMATIONS Proclamation in recognition of Karen Schrom retirement CONSENT AGENDA Approval of Minutes of Previous Meetings Payment of Bills On motion by Lauren LaCount second by Sarah Reed, with all present members voting “aye” the following consent agenda items were approved and accepted Approval of Minutes of Previous Meetings Payment of Bills DISCUSSION AND ACTION ITEMS Rescind the vote for proposed tax rate of $.6403, which is 3.71% greater than the effective rate for the City of Richwood On motion by Lauren LaCount second by Sarah Reed with all present members voting “aye” the previous vote for proposed tax rate of $.6403, which is 3.71% greater than the effective rate for the City of Richwood was rescinded. Consider and vote for proposed tax rate of $.634444, which is the effective tax rate for the City of Richwood, to be adopted at a future meeting On motion by Paul Raymond second by Sarah Reed with all present members voting “aye” the vote for a proposed tax rate of $.634444, which is the effective tax rate of the City of Richwood, to be adopted at a future meeting was approved and hereby recorded. Resolution cancelling public hearings on the proposed tax rate of $.6403 (per 100) which is 3.71% greater than the effective rate for the City of Richwood for August 21, 2017 and August 28, 2017 at 6:00 pm and proposing the adoption of the effective tax rate of $.634444 (per 100) for the City of Richwood on September 11, 2017 at 6:00 pm. On motion by Sarah Reed second by Paul Raymond with all present members voting “aye” the resolution cancelling public hearings on the proposed tax rate of $.6403 (per 100) which is 3.71% greater than the effective rate for the City of Richwood for August 21, 2017 and August 28, 2017 at 6:00 pm and proposing the adoption of the effective tax rate of $.634444 (per 100) for the City of Richwood on September 11, 2017 at 6:00 pm is approved and adopted. Appoint Bond Task Force Committee On motion by Sarah Reed second by Lauren LaCount with all present members voting “aye” the following nineteen applicants were appointed to serve as the bond task force committee: John Pitts, Lavonda Potts, Blix Messick, Barry Kluge, Jo Lasiewicki, Archie Owens, Amando Contreras, Cynthia Moriarty, Derek Rester, Josh Strawn, Darly Wilson, Benny Howard, Jack Daniel, June Brittain, Mick Johnson, Jeremy Fountain, Joan Tulloch, Charles Pettey, Hank Coleman. Discuss and consider ordinance regulating parking, storing and use of recreational vehicles (RVs) On motion by Lauren LaCount second by Paul Raymond with all present members voting “aye” an ordinance regulating parking, storing and use of recreational vehicles (RVs) was approved and adopted. Discuss and consider resolution authorizing the staff to proceed with grant application and submittal for bullet proof vests On motion by Lauren LaCount second by Sarah Reed with all present members voting “aye” the resolution authorizing staff to proceed with grant application and submittal for bullet proof vests was approved and adopted. Discuss and consider appointing Dorothy Zavala as Associate Municipal Court Judge On motion by Sarah Reed second by Paul Raymond with all present members voting “aye” Dorothy Zavala was appointed as Associate Municipal Court Judge. Council direction or input on the Animal Ordinance review Update on formal bid for 215 Halbert Final review and action on replat of Lots 64 & 65, Block 3, Oakwood Shores Subdivison Sec I, said lots being located near the cul-de-sac on Redfish Trail On motion by Paul Raymond second by Sarah Reed final approval on replat of Lots 64 & 65, Block 3, Oakwood Shores Subdivison Sec I, said lots being located near the cul-de-sac on Redfish Trail was granted contingent on receiving the Oakwood Shores Homeowners Association approval letter. Approve items removed from Consent Agenda No items were removed from Consent Agenda. PRESENTATION AND REVIEW OF PROPOSED FY 2017 - 2018 BUDGET Review of the proposed budget was given. DISCUSS AND CONSIDER SETTING DATE FOR BUDGET WORKSHOP September 5 or August 28 were given as options. No workshop was set at this time. REPORTS Reports that require no action. Finance Reports The financial reports were reviewed and accepted. CITY MANAGER’S REPORT Michael Coon reported on the changes made to the one way at Polk Elementary, GPR data with Oakwood Shores road study information, update on change in on- call cell phone provider, updates on Creekside Subdivision, consultation on city building codes and upcoming resignation of Paul Raymond expected on or near September 11. FUTURE AGENDA ITEMS City Council Position 1 vacancy in near future Review of noise ordinance/noise decibel level COMMITTEE REPORTS COUNCIL MEMBER COMMENTS & REPORTS MAYOR’S REPORT ADJOURNMENT There being no further business the meeting adjourned at 7:05 p.m. These minutes were read and approved on this day of , 20 .
