Minutes of City Council Special Meeting The City Council City of Richwood A City Council Special Meeting of the City Council of City of Richwood was held Monday, September 25, 2017, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER Mayor Guthrie called the meeting to order at 6:01 p.m. INVOCATION Michael Coon led the invocation. PLEDGES OF ALLEGIANCE Pledge of Allegiance & Texas Pledge Mark Guthrie led the pledges. ROLL CALL OF COUNCIL MEMBERS Mark Guthrie, Mayor Lauren LaCount, Council member Frank Blanks, Council member Sarah Reed, Council member Chris Hardison, Council member Council member Position 1 – VACANT Others present: Michael Coon – City Manager; Giani Cantu – City Secretary/Finance Director; Dan Mathes, Police Officer PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak Michael Koziol, 247 Burkett, stated he has budget questions regarding increase in budget and cell phone allowances. Mr. Koziol also asked that the signage on the door be looked at in regards to the gun use in the building. He believes it is in violation of the law. DISCUSSION AND ACTION ITEMS Discuss and consider an ordinance adopting the effective tax rate of 0.634444 for the City of Richwood On motion by Chris Hardison second by Sarah Reed with all present members voting “aye” the ordinance adopting the effective tax rate of $0.0634444 for the City of Richwood was passed and adopted. Mayor Guthrie reported that Council member Paul Raymond has submitted his resignation and the executive session item is being pulled from the agenda. EXECUTIVE SESSION in accordance with Subchapter D of the Open Meetings Act, Texas Government code Section 551.001, et. Seq., to review and consider the following: Under authority of Section 551.071 for consultation with attorney regarding legal matters arising out City of Richwood Charter Section 3.02 Qualifications of City Council Members. Under authority of Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or a charge against an officer or employee: Paul Raymond, Position 1 of Richwood City Council RECONVENE FROM EXECUTIVE SESSION and possibly take action on the following: Discussion and take action concerning the application of Section 3.02 of the Charter of the City of Richwood as to Council person Paul Raymond, Position 1, including potential Forfeiture of Office and/or other related processes and consequences CITY MANAGER’S REPORT Mr. Coon reported the City has been contacted by Open Carry Texas regarding the prohibiting weapons language on City Hall doors and it has been forwarded to our City Attorney for review. Debris pickup will continue to be a long lengthy process and the County Road and Bridge department will begin assisting as well. FUTURE AGENDA ITEMS Lauren LaCount asked that an item be add for council to consider drafting an ordinance prohibiting people from taking belongings from the curb for a special period during and after declaring disaster. COUNCIL MEMBER COMMENTS & REPORTS Sarah Reed stated she is not able to stay at her home and has noticed an increase in police patrol when she does return. She thanked the police for additional patrol. MAYOR’S REPORT Mayor Guthrie reported the biggest complaint in the city currently is regarding the debris pickup process and cleanliness. Staff will be addressing the cleanup process with the contractor. Mayor Guthrie read the resignation letter of Paul Raymond. He stated staff will move forward with posting for to fill the open position and will call a special meeting to interview candidates and fill the position.
