Minutes of City Council Special Meeting The City Council City of Richwood A City Council Special Meeting of the City Council of City of Richwood was held Wednesday, March 28, 2018, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER The meeting was called to order at 6:08 INVOCATION Michael Coon led the invocation. PLEDGES OF ALLEGIANCE Pledge of Allegiance & Texas Pledge Mayor Guthrie led the pledges. ROLL CALL OF COUNCIL MEMBERS Mark Guthrie, Mayor Mark Brown II, Position 1 Frank Blanks, Position 2 Sarah Reed, Position 3 Lauren LaCount, Position 4 Chris Hardison, Position 5 – ABSENT Others present: Michael Coon, City Manager; Giani Cantu, City Secretary/Finance Director; Clif Custer, Public works Director PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak No public comments. DISCUSSION AND ACTION ITEMS Presentation and Joint Review with the Flood Advisory Committee of the study of Brazosport Boulevard Bridge (County Road 288 B) Siltation Analysis, Big Slough Diversion Analyses, and Harvey Flooded Structures Map as completed by LJA Engineering. John Grounds, LJA Engineering, presented the study findings. A copy of which is attached to these minutes as Exhibit “A”. Discussion was held on the siltation at the three bridges, the potential diversion to Big Slough and current regional studies being done. Further discussion was held on potential solutions, if any, to the possibility for flooding this year. CITY MANAGER’S REPORT No report was given. FUTURE AGENDA ITEMS No items were presented for future agendas. COUNCIL MEMBER COMMENTS & REPORTS Lauren LaCount reported the BBQ Cook-off and Easter Egg Hunt is this weekend. She recognized the Fire Department and Denise Green, KRB Director. Mark Brown reported maybe the city needs to research the possibility of flood gates. The City needs solutions now. Frank Blanks agreed with flood gates. MAYOR’S REPORT No report was given.
