Minutes of City Council Special Meeting The City Council City of Richwood A City Council Special Meeting of the City Council of City of Richwood was held Monday, November 19, 2018, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER The meeting was called to order at 6:01 p.m. INVOCATION Mr. Coon led the invocation. PLEDGES OF ALLEGIANCE Pledge of Allegiance & Texas Pledge Mayor Guthrie led the pledges. ROLL CALL OF COUNCIL MEMBERS Mark Guthrie, Mayor Mike Johnson, Council member - ABSENT Frank Blanks, Council member Sarah Reed, Council member - ABSENT Mark Brown, Council member - ABSENT Katie Johnson, Council member Others present: Michael Coon, City Manager; and Giani Cantu, City Secretary A quorum was declared for the purpose of canvassing the election only as allowed by the Election Code 67.004 which states “two members of the authority constitute a quorum for purposes of canvassing an election”. PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak There were no public comments. CONSENT AGENDA There were no consent agenda items. DISCUSSION AND ACTION ITEMS Ordinance canvassing the November 6, 2018 Bond Election results On motion by Frank Blanks, second by Katie Johnson with all present members voting “aye” the ordinance canvassing the November 6, 2018 Bond Election results was approved and adopted. Resolution awarding RFQ 18-004Q Community Development Block Grant - Disaster Recovery (CDBG-DR) Engineering Services No action was taken on this item due to lack of regular quorum. CITY MANAGER’S REPORT Mr. Coon reported he would be out of the office until November 29, 2018. FUTURE AGENDA ITEMS There were no agenda items presented. COUNCIL MEMBER COMMENTS & REPORTS The Fire Department will host their Christmas dinner on December 13, 2018 at 6:00 pm. MAYOR’S REPORT No report given.
