The City Council Special Meeting of Monday, March 23, 2020
BE IT KNOWN THAT, a City Council Special Meeting of the Special Meeting of City of
Richwood was held Monday, March 23, 2020, beginning at 6:00 PM in the Richwood City Hall,
1800 N. Brazosport Blvd. Richwood, Texas.
I. CALL TO ORDER
Meeting called to order at 6:00 p.m.
II. ROLL CALL OF COUNCIL MEMBERS
Steve Boykin, Mayor
Mike Johnson, Position 1
Melissa Strawn, Position 2
Matthew Yarborough, Position 3
Mark Brown II, Position 4
Katie Johnson, Position 5
Others present: Eric Foerster, City Manager; Kirsten Garcia, City Secretary;
III. PUBLIC COMMENTS
All public comments will be subject to the following rules: all speakers will be
permitted to speak no longer than 3 minutes; all speakers will only be permitted to
speak once; speakers cannot defer their 3 minutes to another speaker; the first five
individuals who sign up for the public comment section will be permitted to speak.
No public comment.
IV. DISCUSSION AND ACTION ITEMS
A. Discuss and consider a resolution extending the disaster declaration issued by
Mayoral Proclamation on March 17,2020 in response to COVID-19, a public
health emergency, an any matters related thereto.
Eric presented the resolution and explained how city operations are functioning.
He stated the City is ensuring sanitization of City Hall and we are rotating staff
members working from home and functioning with a skeleton crew.
Discussion held on how long the declaration should last.
Katie Johnson asked if this resolution would affect local elections.
Eric Foerster advised her that it wouldn’t unless the county implements a shelter
in place order.
Mark Brown II stated he would like to see the city to do more to get supplies to
our residents.
Mike Johnson suggested the Food Basket in Clute 979-388-0024 and they are in
Clute.
Discussion held on ways to help the community
On a motion by Matt Yarborough, second by Mark Brown II, with all present
members voting aye, a resolution extending the disaster declaration issued by
Mayoral Proclamation on March 17,2020 in response to COVID-19, a public
health emergency, an any matters related thereto was approved.
V. CITY MANAGER’S REPORT
Eric Foerster stated his report was given during the action item.
VI. COUNCIL MEMBER COMMENTS & REPORTS
Mark Brown II recognized the Mayor for his efforts in disseminating information
that is relevant to the current issue and the flooding events. He also recognized the
Police Department; they are travelling neighborhoods and being present and
engaging with the kids.
Matt stated he wanted to recognize staff, Police Department, and Fire Department
for doing what they have to do to keep the city going.
VII. MAYOR’S REPORT
Mayor Boykin stated he will keep in contact with county and state and get out as
much information as possible.
VIII. ADJOURNMENT
Being there no further business, the meeting was adjourned at 6:39 p.m.

Special Meeting on Monday, March 23, 2020 at 6:00 PM at 1800 N. Brazosport Blvd.,
Richwood, TX 77531 at the Richwood City Hall in the Council Chambers with the following
agenda:
SUPPLEMENTAL NOTICE OF MEETING BY TELEPHONE CONFERENCE
In accordance with order oft he Office of the Governor issued March 16, 2020, the City Council
of Richwood will conduct the meeting scheduled at 6:00 p.m. on Monday, March 23, 2020 in the
City Hall Council Chambers, located at 1800 Brazosport Blvd N., in part by telephone
conference in order to advance the public health goal of limiting face-to-face meetings (also
called "social distancing") to slow the spread of Coronavirus (COVID-19).
The meeting agenda and agenda packet are posted online at www.richwoodtx.gov.
The public dial-in number to participate in the telephonic meeting is 1(872)240-3311 and enter
access code 296-490-645.
The public will be permitted to offer public comments telephonically as provided by the agenda
and as permitted by the presiding officer during the meeting.
A recording of telephonic meeting will be made, and will be available to public in accordance
with the Open Meetings Act upon written request.
