Minutes of Special Meeting The City Council Special Meeting of Wednesday, April 22, 2020 BE IT KNOWN THAT, a City Council Special Meeting of the Special Meeting of City of Richwood was held Wednesday, April 22, 2020, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. I. CALL TO ORDER The meeting was called to order at 6:03 p.m. II. ROLL CALL OF COUNCIL MEMBERS Steve Boykin, Mayor Mike Johnson, Position 1 Melissa Strawn, Position 2 Matthew Yarborough, Position 3 Mark Brown II, Position 4 - ABSENT Katie Johnson, Position 5 – Via Web Others present: Kirsten Garcia, City Secretary; Eric Foerster, City Manager; Clif Custer, Public Works Director; Stephen Mayer, Chief of Police. III. PUBLIC COMMENTS All comments will be subject to the following rules: All speakers will be permitted to speak not longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker. Discussion is not allowed on items no posted on the agenda. There were no public comments. IV. EXECUTIVE SESSION Pursuant to Chapter 551.0745, Personnel Matters to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee: The meeting recessed into executive session at 6:05 p.m. A. Finance Director's Position B. Interim Finance Director - Contract with Strategic Government Resources (SGR) V. ACTION AS A RESULT OF EXECUTIVE SESSION Regular session reconvened at 8:51 p.m. On a motion by Mike Johnson, second by Melissa Strawn, with all present voting members voting aye, a contract with Strategic Government Resources, for interim Finance Director services, not to exceed a limit of $49,999.00 was approved. VI. CITY MANAGER’S REPORT Eric Foerster reported on the City’s status regarding the COVID-19 pandemic and grant reimbursement. VII. COUNCIL MEMBER COMMENTS & REPORTS No reports. VIII MAYOR’S REPORT . Mayor Boykin reported updated information on COVID-19. He added that he was pleased with the response to the share box. IX. AGENDA BE IT KNOWN that the CITY COUNCIL of the City of Richwood will meet in City Council Special Meeting on Wednesday, April 22, 2020 at 6:00 PM at 1800 N. Brazosport Blvd., Richwood, TX 77531 at the Richwood City Hall in the Council Chambers with the following agenda: SUPPLEMENTAL NOTICE OF MEETING BY TELEPHONE CONFERENCE In accordance with the order of the Office of the Governor issued March 16,2020, the City Council of Richwood will conduct the meeting scheduled at 6:00 p.m. on Wednesday, April 22, 2020 in the City Hall Council Chambers, located at 1800 N Brazosport Blvd, in part by telephone conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of Coronavirus (COVID-19). The meeting agenda and agenda packet are posted online at www.richwoodtx.gov The public dial in number to participate in the telephonic meeting is (312)757-3121 and enter the access code 935-144-413 The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting. A recording of the telephonic meeting will be made, and will be available to the public in accordance with the Open Meetings Act upon written request.
