Minutes of Crime Control and Prevention District Board
Meeting
A Crime Control and Prevention District Board Meeting of the City Council of City of
Richwood was held Thursday, January 10, 2019, beginning at 6:00 PM in the Richwood City
Hall, 1800 N. Brazosport Blvd. Richwood, Texas.
I. CALL TO ORDER
The meeting was called to order at 6:02 p.m.
II. ROLL CALL OF COUNCIL MEMBERS
Brian Allen
Randy Day – Vice Chair
Randy Accord – Chair
Kathy Vickers
Kat Venegas – ABSENT
Lauren LaCount – ABSENT
Buster Primm
Others present: Stephen Mayer, Police Chief; Giani Cantu, City Secretary; Katie
Johnson, Council liaison
III. PUBLIC COMMENTS
All public comments will be subject to the following rules: all speakers will be
permitted to speak no longer than 3 minutes; all speakers will only be permitted to
speak once; speakers cannot defer their 3 minutes to another speaker; the first five
individuals who sign up for the public comment section will be permitted to speak
There were no public comments.
IV. APPROVAL OF MINUTES
On motion by Randy Day second by Brian Allen, with all present members voting
“aye” the minutes of October 11, 2018 were approved.
V. DISCUSSION AND ACTION ITEMS
A. CALL ELECTION FOR REAUTHORIZATION OF 1/4 CENT SALES TAX
DESIGNATED FOR CRIME CONTROL AND PREVENTION DISTRICT
Ms. Cantu reported that the last reauthorization was approved for twenty years.
B. REVIEW OF FY 18-19 BUDGET AND FINANCIALS
Chief Mayer presented the budget and financials and gave an update on
equipment and previously approved expenses.
C. DISCUSS FUTURE POLICE DEPARTMENT EQUIPMENT NEEDS
Randy Accord asked if the reman vehicle was complete.
Chief Mayer reported it is back, looks like new and runs great.
Randy Accord asked if there are any new vehicle needs.
Chief Mayer stated the department would like to see a truck for hauling traffic
signs and barricades as needed. However, future department needs are still be
discussed with the City Manager.
D. UPDATE ON CASE CLEARANCE RATES
Chief Mayer reported that crime has dropped. This month they have only seen 1
Part I Crime. The areas of trouble still seem to be apartments. Officer Mayfield
did make a traffic stop of individuals linked to other thefts in the area and they
since have stopped. Detective Skelton didn’t get into the detective position until
November. Therefore, there is not much to report.
VI. REPORTS
There were no other reports given.
VII. SET NEXT MEETING DATE
The next meeting was tentatively set for May 2, 2018 at 6:00 pm.

On motion by Buster Primm second by Randy Day, with all present members
voting “aye” the meeting adjourned at 6:25 pm.
