Minutes of Crime Control and Prevention District Board Regular Meeting - Thursday, May 2, 2019 BE IT KNOWN THAT, a Regular Meeting of the Crime Control and Prevention District Board of City of Richwood was held Thursday, May 2, 2019, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER The meeting was called to order at 6:05 p.m. ROLL CALL OF COUNCIL MEMBERS Randy Accord, Chair Randy Day, Vice Chair Brian Allen Buster Primm Kat Venegas Kathy Vickers Lauren LaCount – ABSENT Others present: Stephen Mayer, Police Chief; Jarrett Skelton, Detective; Lindsay Koskiniemi, Finance Director; Giani Cantu, City Secretary PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak There were no public comments. APPROVAL OF MINUTES On motion by Randy Day second by Brian Allen, with all present members voting aye the minutes of January 10, 2019 approved. DISCUSSION AND ACTION ITEMS Review of FY 2018-2019 financials Ms. Cantu and Detective Skelton presented the financials. Discussion was held on current budget expenditure positions. WORKSHOP AND ACTION- Strategic Planning and budget recommendations for FY 2019-2020 Ms. Cantu presented the budget plan adopted in 2008. Discussion was held on planning for FY 2019-2020 funding. Detective Skelton presented the Police budget requests. The personnel positions: Investigator and Warrant/Bailiff Officer are continued funding requests. They are currently being funded by CCPD. Chief Mayer reported that he would like to see CCPD to continue funding the investigator position as previously approved for two years. He presented explanation for the remaining budget requests. Full Time Police officer (Investigator) $78,782.00 Part Time Police Officer (Warrant/Bailiff) $19,000.00 In-Car Camera System – WatchGuard $5,020.00 Bring all units online with same system/uniformity Body Camera – WatchGuard (1) $910.00 Camera for Chief Patrol Unit – vehicle wrap (2) $2,000.00 Bring all units online with same system/uniformity Interview Room Camera $5,000.00 Allow working camera in interview room Glock Holsters (13) $1,105.00 Holsters for all officers with department issued weapons Magazine Holders (13) $390.00 Holders for all officers with department issued weapons Mobile Radio (in-car) $3,305.17 New radio for detective unit Ticket Printers (2) $600.00 Replace one and add new for detective unit Laptop $4,000.00 New one for detective unit Training Request $8,000.00 Homicide & Questioned Death Investigation (2), Street Crimes Training (2), Crime scene investigation and reconstruction (2), accident investigation and reconstruction (2), mastering leadership skills and officer performance Portable Radio (1) – Extra Batteries $3,600.00 Extra radio’s incase one brakes or reserves officers come out Lidar Radar $1,400.00 Handheld radar for officers to use Vehicle Reman $40,000.00 Unit 121P and Unit 131P Total $173,112.17 Randy Day moved to approve the budget request as presented. Brian Allen seconded. Discussion was held on fund balance and available reserves to fund added requests. With all present members voting “aye” the budget requests were approved as requested. Ms. Cantu asked if the committee wanted to consider a new budget plan at a future date. The committee has shared concerns previously that they wanted to see salaries and wages moved to General Fund and have CCPD more geared to Equipment and other needs. Kat Venegas stated she would like to see more funding for community outreach and recommended the addition of funding community outreach. On motion by Kat Venegas, second by Brian Allen with all present members voting “aye” the proposed budget was increased to add 10,000 for community outreach. FUTURE AGENDA ITEMS The next meeting will be held on September 5, 2019 at 6:00 p.m. Future budget plan will be on next agenda. ADJOURNMENT On motion by Randy Day second by Kat Venegas with all present members voting “aye” the meeting adjourned at 6:35 p.m. These minutes were read and approved on this 5th day of September, 2019.
