Minutes of Planning and Zoning Special Meeting The City Council City of Richwood A Planning and Zoning Special Meeting of the City Council of City of Richwood was held Monday, April 9, 2018, beginning at 6:15 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER Mayor Guthrie called the meeting to order at 6:15 pm. INVOCATION Michael Coon led the invocation. PLEDGES OF ALLEGIANCE Pledge of Allegiance & Texas Pledge ROLL CALL OF COUNCIL MEMBERS Mayor - Mark Guthrie Council member Position 1 – Mark Brown II Council member Position 2 – Frank Blanks Council member Position 3 – Sarah Reed Council member Position 4 – Lauren LaCount Council member Position 5 – Chris Hardison – ABSENT Others present: Michael Coon, City Manager; Giani Cantu, City Secretary/Finance Director; Matt Allen, City Attorney; Kenny Williams, Building Official; Clif Custer, Public Works Director PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak There were no public comments. APPROVAL OF MINUTES No minutes were approved. DISCUSSION AND ACTION ITEMS Preliminary review and action on replat of Lots 26-5, Block 7 and Lots 1-11, Block 17 of Glenwood Bayou Subdivision. Said property being the undeveloped property located between by Wisteria Street, Oyster Creek Drive and Yaupon Street. Michael Coon reported the replat request was to resize all lots to be 70-75 feet with the exception of the lots right on the cul-de-sac. The replat comes with request for variance of the cul-de-sac length requirement. The cul-de-sac is being put in at request of residents in the area asking that road does not go all the way through. Sarah Reed asked what happens to the road that was originally platted. Mr. Coon advised it is city property and can be included in the detention pond project. The remaining property would probably have to be brought back to replat and take it out of right of way. Discussion was held on the drainage proposed at the back end of the lots and the ponding issue at the intersection of Wisteria and Yaupon. Mr. Coon advised that staff’s recommendation would be to grant preliminary approval contingent on drainage approvals and to grant a variance for allowing the cul-de-sac length of 896 feet. Doug Roessler, Baker & Lawson, reported the proposed plan is elevating houses and adding rear lot drainage. Discussion was held on the drainage swell at the rear of the lots. Mr. Roessler stated it drains into an existing ditch and the developer intends to use city land for their detention. Lauren LaCount asked how this proposal is different. Mr. Roessler reported the previous rezoning request was over 30 lots and it is down to 24 lots. Mark Brown asked if the proposed retention will be put in at developer’s cost. Mr. Roessler stated yes. Lauren LaCount made a motion to approve contingent on approval of proposed drainage by the city engineer. Mark Brown II seconded for purpose of discussing. Mark Brown stated he wanted to clarify that council was discussing best use of this property. He stated that all issues are addressed and the only thing that’s left to approve is drainage. Further discussion was held on the drainage. With all present members voting “aye” preliminary approval was granted contingent on approval of proposed drainage by the city engineer.
