A Planning and Zoning Special Meeting of the City Council of City of Richwood was held
Monday, July 9, 2018, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport
Blvd. Richwood, Texas.
CALL TO ORDER
The meeting was called to order at 6:02 p.m.
INVOCATION
Michael Coon led the invocation.
PLEDGES OF ALLEGIANCE
Pledge of Allegiance & Texas Pledge
Mayor Guthrie led the pledges.
ROLL CALL OF COUNCIL MEMBERS

PUBLIC COMMENTS
All public comments will be subject to the following rules: all speakers will be permitted to speak
no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer
their 3 minutes to another speaker; the first five individuals who sign up for the public comment
section will be permitted to speak
There were no public comments.
APPROVAL OF MINUTES
On motion by Sarah reed second by Mark Brown with all present members voting “aye” the
minutes of May 7, 2018 were approved.
DISCUSSION AND ACTION ITEMS
Public Hearing to consider rezoning 5 acres of Oakwood Shores (A0030-A0333) (Richwood)
Lot Reserve A from R-3, Multifamily Residence to C-1 Commercial. Said property being
located at the northeast corner of 288B and Highway 2004
Public hearing was called at 6:05 p.m.
John Gerdes, Texas Land Engineers, stated he was present for any questions.
Mayor Guthrie asked for clarification on the rezoning request.
Mr. Gerdes stated that they are requesting to rezone the front five acres only.
Public hearing closed 6:06 pm.
Public Hearing to consider a conditional use of property located at 2007 FM 2004, being
an approximately 3.14 acre site west of Brazos National Bank currently zoned C-1
Commercial to allow a Montessori School
Public hearing was called at 6:06 pm
Michael Coon stated as of now the developer anticipates to open with only 18 months to five
years of age students, which doesn’t meet the qualification of a school. It currently fits the
zoning as a daycare. However, in the future, they would hope to service grade level schooling,
which would require conditional use.
Pat Taylor reported the conditional use will allow for the schooling of children 6 years or older.
Mark Brown asked how many students are anticipated and how would the traffic flow.
Pat Taylor replied that the initial number is anticipated to be 100 students and in the future they
would hope to accommodate up to 250. However, early development would be children under
the age of 6 so it would require parents to park and walk in.
Frank Blanks asked about security.
Grisham Patel replied that the parents will be assigned weekly codes to enter the building and
the area will be fenced.
Public hearing closed at 6:11 p.m.
Preliminary review and action of replat of a 20 acre tract of land being Reserve "A"
Oakwood Shores, located on the northeast corner of the intersection of Hwy 2004 and
288B
Michael Coon reported the developer is subdividing to allow them to rezone only a portion of
the property.
On motion by Mark Brown second by Mike Johnson with all present members voting “aye”
preliminary approval of replat of a 20 acre tract of land being Reserve “A” Oakwood Shores,
located on the northeast corner of the intersection of Hwy 2004 and 288B was granted.
Preliminary review and action on re-plat of a 4.669 acre tract located at 2300 Brazosport
Blvd.
On motion by Frank Blanks second by Mark Brown II with all present members voting “aye”
preliminary approval on replat of a 4.669 acre tract located at 2300 Brazosport Blvd was
granted.
CITY MANAGER'S REPORTS
There was no report.
ADJOURNMENT
There being no further business the meeting adjourned at 6:15 p.m.
