CSAC Meeting--December 15, 2022-- MINUTES
ATTENDEES:
CSAC Members/Liaisons: Anastasia Bamberg, Charles S. Di Marco, Shayan Farooqi, John Prieto, Harold
Ratcliffe, Jane Remis, Barbara Sacks. ( Village Engineer, Christopher J. Rutishauser, PE (CJR) was unable
to attend the meeting but summitted comments via e-mail as noted in BOLD.
Others: Sheila Brogan, Susan Kwon
OLD BUSINESS:
1) Franklin Avenue Corridor-- { CJR: Repaving complete- awaiting completion of all pavement markings
by Bergen County}. Nothing new on Corridor Project.
2) Pedestrian/ Bike SRTS Grants-- { CJR: Change order for NV5 design work introduced to Village Council
in December}. Construction in 2023.
3) CBDAC-- Ms. Bamberg reported a return to in-person meetings. Discussions continuing regarding
establishment of a Special Improvement District.
4) Glen Avenue Sidewalks-- { CJR: In process}.
5) Smart Street NJ-- The consensus was to retain the bracket height which appear to be sufficiently high
and visible for displays such as the snowflakes now in place. { CJR: PSE&G owns the poles and has strict
requirements for any additions or modifications which have required Engineering to develop and certify
the adequacy and safety of changes such as bracket height, loads and clearances. Minimum clearance
over the street is 14 feet and over the sidewalk is 7.5 feet }.
6) Sight Triangle/ Obstructions--Mr. Farooqi has been in contact directly with resident, Mr. Robert Fitch,
to address some of Mr. Fitch's issues as expressed at the CSAC's last meeting. Locations of concern
provided by Mr. Fitch have been submitted to Engineering for examination and follow-up. All were
encouraged to report locations for review to Engineering. The consensus agreed there is a need to
improve and expediate the review and resolution of sight triangle questions. Similarly, the Village could
assist in the reporting of maintenance items (such as damaged or missing signs) by encouraging staff to
report defects as part of their duties while on Village streets.
7) Union Street-- { CJR: Refurbishing of markings is scheduled and will be completed when weather
improves}.
8) Franklin Turnpike/ Nagle Street-- The Police were requested to update the suggestion offered by Sgt.
Chuck at the CSAC's November 2022 meeting regarding furnishing the school crossing guard with pre-
warning devices. Engineering is being asked to consider the addition of an In-Street Pedestrian Crossing
sign (MUTCD R-1-6a). { CJR: Need to see what is approved in the budget}
NEW BUSINESS:
1) 2023 CSAC Meetings will be the third Thursday of each month at 7:30 PM in the Garden Room at
Village Hall: 1/19; 2/16; 3/16; 4/20; 5/18; 6/15; 7/20; 8/17; 9/21; 10/19; 11/16; 12/21.
2) Councilmember Reynolds is unofficially designated to continue as Council Representative to CSAC in
2023.
3) The article submitted by Ms. Sacks regarding video enforcement of school bus passing laws in NY
State was discussed. It was noted that video enforcement is not legal in New Jersey.
4) Mr. Prieto suggested CSAC document safety issues and tracking member observations at the monthly
meetings. It was agreed to add this item to the January 2023 agenda.
5) Safety, traffic enforcement and school issues were noted as frequent topics at CSAC. The great value
to both residents and CSAC members of having the Police and Board of Education designees attend
CSAC was discussed. The active participation and input of these representatives or designees always
enhances the efforts to address and better respond to problems as they occur. In-person attendance is
always encouraged.
